islature, create deadlocks innumerable and become the
source of log-rolling scandals. t ; . r
The bill authorizes and empowers the Fish and Game
Commission to prescribe the
hunting and fishing, to regulate the method of catching
fish and the appliances theretor, and provides for the
manner of exercising such power.
Until otherwise changed, by the Fish and Game Com
mission, the closed and open seasons and the regulation
or the catching of fish remain
"whenever the commission finds that the opeii and closed
seasons and the methods and regulation of appliances to
be used in catching fish as prescribed by law be changed,
altered or new seasons or regulations prescribed," it shall
file 'with the secretary of state a copy of its findings,
setting forth the open and closed seasous or changes- or
regulations found necessary. ' ' ':'.'- v" ' '
; Within 10 davs after the filings of changes are made,
the governor issues a proclamation, containing the find
ings' of the commission, declaring them in full force and
effect within a 30-day period.

stream conditions and legislation enacted follows the line

sult, we have no closed season upon steelhead trout, no
protection din ing the spawning season, when the trout are

An Investigation of Bolshevism by
the senate judiciary committee is
about as important and useful as an
investigation ot Spanish influenza by
the senate judiciary committee.
For four months this committee
has been engaged in investigating
German propaganda, having scrupu
lously waited until after the German
propaganda had ceased. If during
those four months it has developed a
solitary fact ot any 'value which was
not already a matter ot public know
ledge, we have yet to hear of it. Its
inquiry into Bolshevism is certain to
be equally barren, and perhaps even
more ridiculous.
There is Bolshevism in the United
States, and there has been Bolshev
ism for many years, long before the
jargon of the Russian radicals crept
into familiar speech. While . the
American Bolshevlkl went under the
name of the Industrial Workers of
the World the senate pursued the
lumbering tenor of its way undis
turbed by doubts and misgivings. The
I. W. W. were not to be taken ser
iously, but as soon as somebody calls
them by their Russian name of Bol
shevlkl the senate gravely proceeds
to make an Investigation concerning
the efforts made to propagate in this
country the principles of any party
exercising or claiming to exercise any
authority in Russia," etc.

than a manifestation of economic and

anarchy and confiscation. : It can
thrive only where such discontent is
very great; its principal ally is ignor
ance and its principal weapon is in

Bolshevism in the United States are
congress and the prohibition lobby-
congress because of Its refusal to
deal with the pressing legislative
problems that have grown out of the
war, and the prohibition lobby be
cause of its successful effort to dem
onstrate as a matter ot constitutional
law that private property, even to
the extent of hundreds of millions of
dollars, can be destroyed ' without
compensation whenever certain ele
ments in the community decide that
such destruction is a manifestation

congress of the United States, which
is apparently blissfully Ignorant of
the fact that anything has happened
in the world during the last five
years. It congress would undertake
to do. its own work halfway intelli
gently and halfway sincerely, there
would be little to worry about In re
spect to Bolshevism in the United
States. Tho doctrine can make no
headway where the legislative branch
of the government has brains and in
tegrity enough to represent the peo
ple and to do its work.
Investigations of tbe kind the
senate proposes are of no value what
ever. . The more this congress inves
tigates the less it seems to know.
