trol the line from Irkutsk westward,
the French will operate the Amur
branch nnd the Americans will have
charge of tho Chinese Eastern rail

iu which we enjoyed anything like a normal railfall. The
effect of the prolonged drouth upon fruit is seeu in the fact
that the apple shipments out of the valley were nearly
twice as large in 191: as in any subsequent year, and six
times as heavy as in 19 IS despite the steadily increasing
acreage in bearing. .
. Shipments of canned goods in 1913-14-13, into the val
ley, exceeded the canned goods shipped out in fact iu the
latter two years there were no exports. The imports for
191S were four cars, the exports 13, with tho same propor
tion the year previous.
It is in flour and food however, that the greatest im
provement has been made. In 1913, '15 and '15, we im
ported 1279 cars of flour and feed that we should have pro
duced ourselves. The imports were cut in 1918, to. 79
cars, while 16 were exported indicating rt field for in
creased production. Grain shipments also show a gain.
Whereas in the first five years of the six year period,, the
figures stood: grain imports 200 cars, exports. 5 cars, in
1918 there were 5 cars of grain imported. and 19 exported.
There is a home market for increased garden product,
as revealed by the shipment into the valley in 1918 of 26
cars of vegetables against tho shipment out of 3 care. Dur
ing the entire period, twice as many ears of vegetables
were shipped iii as exported.
Potatoes offer another field for increased production,
Not since 1913 have potato exports equalled imports. In
1918, there were 33 cars of imports to 1 car of exports.
For the entire period, potato imports were 293 ears and ex
ports 27 ears.
The output of livestock was less in .1918 than for any
of the five veal's previous. Cattle exports decreased from
146 cars in 1915 to 76 iu 1918, hogs from 75 cars to 13 cars,
sheep from 75 to 442.
Nearly all these decreased yields are the direct result of
the unprecedented drouth. -With1 irrigation, the produc
tion of all crops will be steadily increased and exports in
almost every line exceed imports. But the table shows a

Political Evolution Their Aim
The workers' insislance is laid upon
their participation in and direction
of affairs in which their interest is
paramount. They decline to be the
base of the pyramid, and seek to
bring about a new structure in which
class stratification shall be absent,
all being called on for eaual effort,
sharing equally the gains.
Apostles of the movement see in
it a plav for political evolution. Ac
cording to their precepts, civilized
man has passed through three sages,
and is now ready for the fourth. The
first was feudalism, when a small
number of powerful self-created no
bles held the rest in serfdom: the sec
ond was monorchism, with autocracy
holding swav: the third was democ
racy, with theoretical individualism
eliminated in practice bv wage slav
ery, and now comes what the Bolshe
vists proclaim us the true socialized
state, based on collectivism, wit hall
wealth communistic and the abolition
of what the extreme socialist regard
ed as the trinod upon which rests the
modern structure of society, namely,
rent, interest on debt and profit.

be checked bv the mere denial of its
existence. Nor is the president him
self free from the criticism of ignor

substantiating his words bv his prac
tice; but ho is silent upon the bigger
social questions, which arc. niter all,'
the tap roots of world politics.
. In pursuit of the policy of silence,
little or nothing has been permitted
to pome from Russia, so judgment
must be formulated on what the Hus
siun spirit is nblc to do within her
own limits and the influence exerted
upon other lands.
To guard effectively against the
spread of the insidious, proselyting,
with rainbow proiirses to the sub
merged human element, the net of
wisdom Is to examine the .subject ob
jectively nnd to plan accordingly.
The widest publicity is more effica
cious in fighting the danger than to
put on rose colored spectacles and
see nothing black.
