Socialist leadors charged with con

Germer denied responsibility tor
many of the anti-war activities; with

ing read some of the pamphlets and
articles published in American So

would not have been used. He ad'
mltted never having purchased Lib
erty bonds, but said he contributed
to the Red Cross and other war char,
ities.
In reply to Questions. Germer ex
pressed the opinion that the socialist
proclamation and war program adopt
ed nt the St.t Louis convention and

mau. He said it was not intended
that it should embarrass the aovcrn
mcnt in conduct of the war.

campaign was questioned particular
ly as to why the league's "test chart"
showing records of congressmen had
contained no measures voted on since
April 23, 1917.
"You know," said Representative
Walsh of Massachusetts, "that con
gress loyally supported all measures
advocated by the president Blnce that

"My feeling wns that there was not
a 'single man who dared to vote
against the president," Colonel Dy
decker replied. "They .could not re
fuse to support the war at that time."
"So you say the congressmen were
Inspired by fear?" Mr. Walsh asked.
"Perhaps not fear, but they prob
ably realized it would not have heen
to their best Interests to have" voted
wrong at that time." '
