A guard of honor was drawn up at
headquarters and trumpeters blew a
fanfare as Marshal Foch, with Gen
eral Pershing on his right, took po
sitions a few paces in front of the
guard. General Pershing, addressing

PORTLAND, Nov. H. Acting un
der orders of the secretary of war,
Provost Marshal General Crowder
has Instructed Captain John E. Culll
son, head of the selective service sys
tem in Oregon, to notify all local and
district boards immediately to dis
continue all work connected with the
classification of men who, on Septem
ber 12, 191S, had attained their thirty-seventh
birthday.

the boards to complete as expedi
tiously as posslblo-the classification
of all registrants who, on September
12, had attained their nineteenth hut
not their thirty-seventh birthday.
Registrants who, on September 12,
had attained their eighteenth birth
day and had not attained their nine
teenth birthday, will be classified as
early as possible, according to orders
issued by the secretary cl war. Gen
eral Crowder stated that further or
ders would bo issued regarding the
classification of registrants In this
group.
Instructions were also received
from Washington regarding records
of all kinds pertaining to the en
forcement of the selective service
laws and belonging to the local and
district hoards and state headquar
ters. General Crowder called atten
tion ro the criminal provisions of the
statute, which provides a fine or
$2000, imprisonment of three years
and disqualification from holding any
office under the government, for
mutilation, destruction or making
away with any records.
Confidential matters are to be
placed in a separate file and not to
be revealed to anyone without an
order from the secretary of war.
Supplementing the order cancel
ling all general and voluntary special
csils, a telegram was received today
cancelling ail individual inductions.

tended to the members of the selec
tive service system his personal con
gratulations upon their truly great
achievements of the past year and a
half.

general officer of seven brigadier
gonerals, now on duty with the
American expeditionary forces, was
announced today by fcho war depart
ment. Brigadier-General Frederick
S. Folse, Charles I. Martin, Nathan
McClure, Robert H. Noble, Gordon G.
Holler, James H. Shlpton, and Geo.
W. Gatchell are returned to their
former rank of ' colonel. General
Gatchell is under orders to return to
the United .States.

Pan-American Labor conference was
organized here today, the first defin
ite step toward the establishment of
industrial solidarity thruout the wes
tern hemisphere.
Preliminary meetings held yester
day pointed out to the delegates who

American countries,- the vital part
that labor is to play in the re-establishment
of prosperity following the

deputies adopted the addition that
was disjoined yesterday from the
resolution of homage to the French
armies, Marshal Foch and Premier
Clemcnceau, in the following form of
