Foch, the greatest; military genius of the age. The peace
points he enumerated last January were universally ac
cepted by the entente allies and in this country. Not nil
til election time neared was 'criticism heard and then
only to secure an issue to attack the president upon. i
There has been a widespread conspiracy to descredit
the president abroad by electing an opposition congress.
All the reactionary elements of tho country united with
Hie disgruntled politicians and autocratic captains of in
dustry who were forced to recognize the rights of their
employes and democratize the industries, in a clandestine
effort. Then the president, suddenly realizing the dan
ger, appealed to the American people. "Not for my own
sake, or for the sake ol! a political party, but for the sake
of the nation itself" lie appealed.
Former Presidents Taft and Roosevelt have united in
a partisan appeal to the people to discredit and repudiate
the president. 15oiled down, the burden of their song is
that President V.'i!s 11 is an autocrat and not to be trusted,
and that the republicans have a monopoly of the brains
of the country. Hence at a crisis in the national history,
for partisan profit they seek to repudiate the president at
home and discredit him abroad.
Their assertion that only democrats have been util
ized in conducting the war is belied by the facts. Taft
himself has been chairman of the war labor bureau!
Schwab of the shipping board, Pershing of the army, Root
of the Russian commission, and numerous other republi
cans have had as much to do with the war as democrats.
They accuse the president of raising political issues
when everv dav since the war started, Ivoosevelt has done
nothing else. The president had abundant precedent.
President AlcKinley appealed to the people in 1898, stat
ing that with a foreign war "This is no time for divided
counsels." He was supported in his appeal by Theodore
Roosevelt, ex-president Harrison, Senator Lodge and
other republicans.
In l!X)(i, President Roosevelt appealed for a republican
congress, urging that a change would lead to purposeless
confusion. Again in 19(18, he appealed for a republican
congress for .Mr. Taft, saying that an opposition congress
would "thwart and baffle the president on every possible
occasion." In 1910, President Taft asked for a congress of
his own party and these appeals were made in times of
peace when there were no foreign complications.

sary to Oregon to accomplish the defeat of Oswald West
for I'nited Slates senator although he litis valliantly
championed euual suffrage throughout his career.
The same little coterie of silk slocking women sent a
similar emissary to help defeat Senator Chamberlain four
years ago despite the fact thai he had a life long record
as a suffragist, with the result that Chamberlain had a
record majority.
The women of Oregon, who have voted for years, do
not need any instruction from their eastern sisleis who
have not yet succeeded in securing the right to vote and
universally resent the attempted dictation.

To Citizens of Jackson County
During these trying days when in answer to the demands of
leaders, every loyal citizen is pivins every sj are moment of his ttm.e
and every available penny in both caah and credit to aid in the suc
cessful prosecution of tho war, I feel that political campaigns
should he dispensed with, and ia place of personal visits to each
voter I address this open letter to the citizens of Jackson County,
with the ouject of presenting my views on several of the points at
Issue. , t
Hirst: One who serves you In the state senate in order to give
maximum service must have had service in the house. A place In
tho senate has always been looked upon an a promotion. My col
leagues of last session are ench candidates for his old position. -If
you are satisfied with my services in the house it is hut proper and
right that you should express that apt roval in giving your support
to me for tho senate.
Second: I pledge myself to support by voice and vote, the rati
fication of tho National Prohibition Amendment.
Third: I pledge myself to support all measures assisting in this
winning of tho war or to give aid, comfort or assistance in any man
ner to the hoys fighting our battles, or to their dependents. I be
lieve thift no sacrifice, we can mako will ever repay the debt of
gratitude this nation and humanity owes them.
Hourth: The most important local county issue, at thin time, is
good roads. Every one fa vol's good roads. The last legislature
parted an act outlining a road program costing approximately fifty
minions of dollars, and appropriated six million dollars to start
Hie Work. The people of Oregon later by vote, approved this mea
sure. Jackson County had already expended five hundred thousand5
dollars on the I'aeilic Highway in this county under an understand
ing th?.t the o'.hrr coivits north would in time, mak? corresponding
expenditures, nnd a hard surface Pacific Highway constructed. Tho
north counties failed to follow our lead and now the state has.

thHn any other is the construction of lateral roads, leading from
the mfr.03, timber, and isolated farms, and the improvement of ex
isting outlying roads con no. ting thn smaller communities with the
great arteries of transportation. With a proper apportionment In
the now state plan of highway building Jackson County should
have funds to make the building of thn.e many laterals possible,
I do pledge myaelf that this subject shall ha,vo my main atten
tion and effort and that I will do my utmost to procure.a fair and
rr.uitable adjustment of the ahovo matter. Any communication oh
