ney General Gregory expects to send
to Prsildent Wilson lato today or
early tomorrow Charles E. Hughes'
report on airplane construction. In
a letter ot transmittal, the attorney
general may express some views dif
fering from those of Mr. Hughes,
with whom he has collaborated thru
out the Inquiry. 1
Mr. Gregory discussed the report
today with Postmaster General Uur
leson and Secretary Tumulty, who
called at the department of justice.

ports that the attorney-general might
disagree materially with Mr. Hughes'
conclusions. ''..' '' '
The attorney-general has spent
most of his time this week examining
the text of Mr. Hughes' report. '
The report is 'Understood to con
tain criticism of inefficient methods
disclosed and likewise praise otl
achievements of certain government
production directors and' industrial
plants whose records have been good.
There also is said to be a compre
hensive statement of the situation in
the airplane program today,- which
recent reports of the war depart
ment have shown' to 'be- ahea2- of

The report, It is said, deals in do
tall with such phases of the produc
tion program such as the preliminary
planning by army officers, the air
craft board and other advisers called
In by the government; the execution
of these plans and the final results
shown In finished planes. Crlllcism
both adverse and favorable are cited
to show where the fault lay in pre
liminary ideas and in the Industrial
mechanical execution.

cost of the airplane program.
