Clmlrmnn Kldd of the Mcdford
liberty loan committee, has received
the following letter from K. W.
Smith, Mborty loan manager for
Oregon, advising the publication of
the names of Liberty loan slackers
The request will be complied with,
after Chairman Collins of the Coun
cil of Defense has made an Invcntl
cation of the slacker cases:
"The publication of the names of
lha slackers has received more con
sideration In the Fourth loan than
In any of the preceding loans. The
slacker evil Is not nearly so great in
Oregon os it is in many other stales,
and for this reason the Oregon state
central Liberty loan committee and
local committees have not given as
much attention to this problem as
Liberty loan committees In other
states.
"Ilowover, every Liberty loan wor
ker in Oregon knows that there are
slackers and fully appreciates the
necessity of adeiiuato measures for
handling such cases. Unfortunately,
u few of our citizens refuso to do
their part unless they are driven to
It. Future Liberty loans cannot bo
successfully floated unless flagrant
cases of slackers are, punished thru
adequate publicity.
"Apparently the general executive
board at San Kranclsco is of the
same opinion, nnd no doubt this
opinion Is based on a careful study
of the situation in each of the wes
tern states. We are today in receipt
of the following telegram, which will
speak for itself:
" 'The following resolution adopt
ed toduy: 'Uesolvcd, that the general
executive board of the Twelfth Fed-
oral Reserve districts approves the
publication wherever considered nec
essary by local Liberty lonn commit
tees and where careful Investigation
har, first been made nf the names of
persons, firms or corporations who,
without good excuse, have fulled, to
subscrlbo to the Fourth Liberty loan
or have made flagrantly inadenunto
subscriptions.'
"Whore yon have cases of slackers
who do not seem to be affected by
tlio publication of llioir names, 1
would recommend that the "cases be
reported to this office In ordor that
we may enlist tho assistance or the
state council of defense. A public
trial held under the auspices of the
county and state councils of defense
should produce results, and tills of
fice will bo glad to assist you In
securing such cooperation. Whilo of
course tho publication of the names
of slankors after the loan period has
expired will not prodiiro nuy funds
for the present campaign, It will
show those porsnns who havo mude
saorlflces In order to suoscrlbe tho
limit that the local nnd state Liberty
loan organizations are treating them
fairly and It should produce results
In tho fifth campaign."
