STOCKHOLM, Oct. 23 (I!y Asso
ciated I'ress.) Kx'ccutlons are the
most merciful part of tho red terror
practiced In .Moscow and Petroitrad,
according to several neutral obser
vers Just arrived in Sweden. These
men havo watched Holshevik activ
ities for many weeks. They had no
personal interests Involved and no
personal friends affected by the reimt
of slaughter and torture which prob
ably is unparalleled in the world's
history.
While thousands, perhaps, have
been executed, the lift of victims is
far less appalllni: than the ruthless
manner in which political prisoners
have been sent to death without a
semblance of ler;al trial, tho heart
lessness with whLli they were treat
ed and litter indifference of tho Hol
shevik officials to appeals of heart
broken relatives who havo been kept
in suspense and not allowed to learn
what hii3 become of loved ones.
Verified stories of scenes at Mos
cow and Petroi.rad prisons eclipse
descriptions of the barbarism of the(
middle aite and make the cruelty of
the French revolution seem almost
humane. Women prison officials,
and many of them are women, are
even more heartless than men and
trample muter foot all the better in
stincts expected of their tex.
In 1'eiiosrad Madame Jakoleva
has been p!nced at tho heed of the
commission for suppression of counter-revolution
and it is greatly to her
credit that the terror has abated
senn what under, her administration.
She apparently hesitates to shoot
and imprison with the same Indiffer
ence that i harai terized the regimes
of Moses I'ritrky and William Sha
toff. an American-trained anarch:.!
who held the post for a short timi
after I'rluky was assassinated late in

Dr. E. .11. Pickol, ciiy health offi
cer said yesterday he believed the in
fluenza epidemic was already ou the
wane, and with proper precautions a
further spread of the disease would
be prevented.
N"o new cases were reported to
mo today' said the doctor, "and of
the few cases of actual Influenza
none Is serious. Of course with pub
lic excitement running high, many
illnesses are reported as influenza
which are not. J. K. Hale, forex
ample, has been suffering from pneu
monia, a typical case of the disease,
jHho he has been reported as an In
fluenza victim. I am glad to say he
showed Improvement today, and un
less there is a sudden change for the
worse he will soon be out of danger.
"In regard to quarantine and fu
migation, such precautions do no
harm, but the influenza Infection is
so volatile in its nature, they do little
practical good. My advice is for
everyone with a cold to consult a
physician and If hiyh fever appears
go to bed and stay there. With pro
per careen the part of individuals
Medford should be spared any ser
ious epidemic."
