later, if they seek representation. The
Letts. Finns. Esthoninns. Albanians.

ough change of heart and a desire
to subscribe to the aims of the fed
eration, will not find the way bur
red to them.
To beirin with, the new organiza
tion will hold meetings every other
Wednesday. Special sessions will he
called whenever important Questions
of the moment seem to demand them.
The men who sit about the council
table will be accredited representa
tives of the different official national
committees and councils which have
been formed by these peoples since
the beginning of the wnr. Each irroup
will have one vote. The expenses of
the committee will be met by nil of
them, each, nationality contributinir
a fraction proportionate to the num
bers of its population. At present
about 05.000,000 people will he in
formally represented bv Ihe delegates
at tile bi-weeklv meetings. 1

The idea of this important federa
tion has been in the minds of some of
its members fur u verv long time.
But active steps to form it were onlv
taken about three -weeks ago, at n
meeting in the Iliitmorc hotel. New
York. On that occasion. Professor
Masnrvk presided at a little gntlmring
of interested pirsons. nnd definite
arrangements were made to carry the
project to Washington nnd seek the
co-operation of the. ngencies of the
government. There followed a num
ber of short conferences and mcet
ings at the national capital, and nn
impressive nudicnee nt the White
House, with President WiNon. As
a result, the organization was per
fected and onnrters were found to
iiotisc the office and rountine part of
its activities.
There is a large council room in
Which the regular gatherings of the
committee will take place. Already
a number of interested persons have
found their w iv into Director Miller's
office and some have volunteered
their services in aid of the work.

to Oakland Monday bv the death of
