of the. "little peoples" who for centuries have been op
pressed an enslaved.
The Austro-llungarian empire was a device whereby
the Jlapslnirg dynasty regained something of its former
prestige, and the German and Magyar population were en
abled to rule t he numerically superior population of other
races. l!y it the twelve million Germans and ten million
Hungarians held in subjection twenty-two million Slavs
and four million Latins designated as "subject" races
and therefore "inferior" peoples.
The. population of Austria comprises thirty millions,
of which ten millions are German and twenty millions are
(Cecils, Poles, J'uthenians, Slovanians, Serbs and Ital
ians, who are without voice in government and in many

gary consists of ten millions of .Magyars ruling
twelve millions of Juiio-Slavs. Slovaks. Poles and Ru
manians, who have been mercilessly oppressed for hun
dreds of years. '
Austria is now willing to grant autonomy to the sub
ject races, that is a voice in the government, and Tlniporor
('harlcs is seeking to federalize the stale, but Hungary
rejects even this and stands pat, for the old system of in
jusl ice and tyranny.
The allied program, as outlined by President 'Wilson,
and by subsequent, events, means the establishment of a
separate ('.echo-Slovak republic in Iiohemia, the union
of .Hosnia and other regions populated by .lugo-Slavs with
Serbia, the union of the Italian portions of the empire
with Italy, of the Polish parts with the new Poland, and
of the tort ions populated by Rumanians, with Rumania
in brief the self determination of the peoples affected
to govern their actions.
The history of Austria is a long story of crime and
tyranny. Austria has ever been the meeting places of the
races, of the Teuton anil the Slav. Jt was founded as a
small mark on the Danube by ( 'liarlcmange in about 800 A.
I), as the furthest out post of 'the Holy K'omau Empire of
11m Pranks, designed to serve as a defense against, the
Slavs, whose kingdom of the Avars he conquored, but it
was overrun first by the Moravians and then by the
Magyars. It was freed by Otto the Great and has served
as a Teuton buffer ever since.
Austria was ruled at first by Margraves, but Otto gave
it, to Leopold of liahenborg, which family ruled it with

With Francis, last of the Holy Roman emperors, in
ISO I, Ihe Holy Roman Empire came to an en'd, and
Francis proclaimed himself emperor of Austria to pre
serve the House of Ilapsberg from being relegated to in
ferior position by Napoleon's upstart royalty,' making
Austria an empire. In LS(7 Austria-Hungary replaced
Ihe empire of Austria.
Anolher and still more momentous change is in pro
gress as Austria is being shorn of her conquests. She
will again become a German state probably uniting with
other German states in the German republic of foinorrow.

are making preparations for interna
tional trade competition after the
war.
At the beginning of tbis war there

The Dally Express sees In these
amalgamations "the formation of a
great British money trust" and de
mands that "the menace be halted
now" and that legislation be enacted
for the control of the amalgamated
banks.
Sir E. H. Maiden, chairman of the
!.o:idon Joint City and Midland zank,
Ltd., says:
"The Germans are making their
preparations for after-war trade by
amalgamations and by opening new
branches.
"English fcmkers are determined
that It shall not be alleged against
them that they did not make full
preparation for meeting internation
al trade competition after the war.
"Amalgamations aro taking place

Germany, America, Sweden, Canada
and Australia. The cry in all conn
tries is 'make the banks larger and
