Germany is still defiant and unrepentant, still insat
iably greedy, mad for world power, still ruthless and bar
barian. The war will have been in vain if peace is made
with the authors of the pence notes sent to gain time and
provoke dissent ion. Until the German army is broken,
not bent as tit present, any peace will be premature and
Germans will still regard the army as theNr salvation.
