The Austrian peace proposal was based upon the false

matter of history that Austria began the present war by
unjustly attacking Serbia to destroy the Serbian people
and enslave them as vassals of Austria.
The entire history of Austria-Hungary is one of injus
tice and oppression by numerically inferior (ienuans and
Maggars or Czecks, Slovaks, Serbs. Croats. Italians, Ru
manians, Roles and Slavic races who have bcecn crushed
and enslaved for centuries. Tho empire has been held
together by tyranny and force, built up by spoliation and
robbery around a feudal dynasty that still regards sub
jects as soulless personal property to be bought or sold or
slaughtered at will.
The hour has struck for Austria-Hungary. The rot
ten monarchy is falling to pieces of its own weight. Xo
longer can civilization permit such an anachronism to ex
ist to act as a catspaw for (ierman greed. The subject
peoples must be freed and permitted to develop nation
ality along their own lines. Civilization must see to it
that the shadow of (ierman might no longer darkens ra
