negotiating. No truce with the dcspoilers of peoples and
destroyers of countries should be tolerated. No breath

effort to outwear his opponent should be permitted.

mitted and still being committed against civilization,
(ierniany must learn that it does not pay to turn outlaw
and defy the world by an unparalleled campaign of spoli
ation, oppression and murder and that the nation that
attempts world conquest must pay the penalty of her in
sane folly.
In brief the president says, that Herman autocracy
must fall and the barbarism of ('rightfulness must be dis
carded before! the United States ipn talk of peace with
Germany. An armistice is not for the president to dis
cuss, but for the chiefs of the army. Promises of a nation
proved faithless must bo safeguarded by guarantees.
It must be increasingly clear to Germany that the only
terms whereby peace can be .secured from the allies, is by
unconditional surrender and paying the penalty demand
ed by the victors. SuMi a course will deprive Germany of
the loot gathered both in the war of 1870-1 and the present
war, but it will stive actual destruction of German cities
and country and spare Germany from experiencing the
real horror of war.
There is li'tle chance of such a surrender. Germany
will withdraw as best she can, from line to line, until the
Herman frontier is reached, and figure to wear out the
enemy and secure, if not the fruits of victory, at least im
munity from crimes. Through coming peace offensives
which appeal to the washy pacifists in allied countries,
and war weariness, she hopes to secure better terms than
she could by capitulation now and at least no worse.
It will take another year and Americans full strength
to break (lit; Herman line and win a decisive victory. For
this reason, do your share by buying liberty bonds now.
OUR SHIPPING PROGRAM.
MORE than three million tons of shipping have been
built in the 'United States shipyards as a part of
our answer to Hcrmany's plan to wipe out all of the mer
chant marine of her enemies, according to the report of
the Fiiiergency Fleet Corporation for business up to the
end of August.
On the first of August there were 171 shipyards at
work, of which 7(i were steel, 85 wood 'and two composite
and seven concrete.
In addition to the ""! vessels of 3,028,'J8!) Ions built
for the order of Iho Emergency Fleet Corporation or re
quisitioned by the corporation while building for other
owners, 102 steamships aggregating 2,790,792 tons had
been commandeered from foreign or domestic owners.
Thus a total of 5.819,081 tons is now afloat under the con
trol of the shipping board.
The fleet corporation program as now outlined calls
for a merchant marine of 2.(i")l ships, of a total dead
weight tonnage of KJ.OOIi.oOl. There remains to be built,
ei'clusive of what has been launched iu September, 10,
181,12,'i tons. The fleet corporation .also is .building a
"mosquito fleet" of tugs, lighters and barges totalling
."iO.OOO tons.
Of the hundreds of millions of dollars which this mer
chant fleet will cost the Tinted States, more than 10,
500.000 is spent weekly iu wages to shipbuilders and a
good share of the Fourth Liberty loan will go to the
Kincrgeiicy Fleet Corporation to meet current costs of
material and labor.

The original medal is the size of a
half dollar, made of lit; lit metal, vel
