LONDON, Oct. J. There is the
greatest excitement in Germany over
the defection of lieljjiiim, jiidmnn
from special dispatches received here
from Holland. On Saturday the ex
citement amounted to a panic. The
nlarin brought forth the instant de
mand that "something he done."
A dispatch to the Dailv Main from
The llaue says the demand is for
Somebody possessing lie confidence
of the Germans and their allies to re
place the present military oligarchy.
All reports indicate a decided
clenvnge between the Junker and
Conservative classes and the class
represented by the socialist ami radi
cals, who have the support of some
centrists and even national liberals.
Talk of I H( In tor
Emperor William's belated anxiety
for the people to cooperate in the gov
ernment evidently will be distasteful
to the Junkers, one of whose foremost
newspapers, the Krcuse Zeiluug, de
clares thnt a dictatorship is the only
possible alternative. On the other
hand, (lie demand of the popular par
ties is for a popularly elective cabinet.
The effect of the resignation of
Chancellor Von Ilcrtling and Koreigu
Secretary Von I lint xu on the public
agitation is not yet reported and
nothing is known as to how the
terms of the Hutgarian surrender
have affected the German people, if
they Ijnvo been permitted to know
the terms.
Kaiser Shows Anxiety
LONDON, Oct. 1. Kinpcror Wil
liam in n message to the Kattierlaud
party is quoted in an Amsterdam
dispatch to the Kxchange Telegraph
as saying:
'I have the confident hope that the
'hoIe German people in these most
serious limes will resolutely gather
v around nic and give their blood and
wealth until the laM breath for the
defense of the fatherland against the
shameful enemy plans.'
"Such an unanimous resolve to ex
ist will and must, will) God's help,
succeed in breaking the euemv's will
to war and secure for the Katherland
the peace it is worthy of among the
jieople of the world."

Prince von Huelow, former Ger
man Imperial chancellor, may bo the
v.ikiio nerHonullly mentioned In the
advices from The Hanun aa the
statesman who is expected to appear
as tho German "strong man" In the
present crisis.
It hua 1)cen nn open nocret thai
Germany was holding Prince von
lluolow for possible use la tho criti
cal period that the making of pence
would hrlnt?, nnd the very snugest Ion
that comes now for a man of htj type
may perhaps bo pointed to n Indi
cating that Germany herself Is com
ing to realize that the beginning of
the end Is at hand.
Prince von lluolow has purposely
been kept out of the llmeltpht In the
war and hss taken no part la the po
litical struggles thnt lum arisen In
the German empire. It ha. hen un
derstood Dial the Idea ;in that he
thus should 1)0 untrammelled by in
ternal difficulties.
Despite the fact that the MedTord
district Is $12K,nz -behind its quota
of $298,112, by a qukk jump of over
$:tO,OOU upwards this forenoon, the
district will probably huve the glory
and credit of putting the state of
Oregon, outside of Portland, over the
top.
The state liberty loan headquar
ters called up County Chairman C. E.
Gates this forenoon and Informed
him that W the Mod ford district
could raise $30,0-00 within the next
hour It would put Oregon, outside of
the state metropolis, over the
top. Headquarters stated that they
had been trying without success
everywhere In the stuto to raise this
sum. Could and would Med ford
please come thru? The mayor then
asked if this district would be given
tho credit for putting the state over
In case tho money wus raised and
was assured that It wouhl. Ho there
upon stated that he would do li Is
best.
Hank to Hie Iloscue
That best prom f. so was made good,
for in a half hour's time Mayor Gates
reported back to state headquarters
that the necessary $;i0,000 subscrip
tion was rulsed. Tho subscriptions
which not only put the state, outside
the city of Portland, over, but
made a substantial and very wel
come jump toward the district quota
were those of tho Med ford National
bank which subscribed for J2.i,00u,
and Mrs. Abide J. Champlin of
Foote's creek who subscribed $'000.
With these subscriptions and the
$8,000 subscribed Monday tho Mod
ford district total to this noon
amounted to $170,000.
Outsldo of the two big subscrip
tions of today which were the largest
and second largest so far received
during the local cumpalgn, subscrip
tions have been coming In woefully
slow and small.
Shy of Solicitors
Not only that but tho committee
Is shy of solicitors and makes an
earnest appeal for patriotic and pub
lic spirited men to volunteer their
services at once for this work. Last
week there were forty solicitors, this
wcuk..au, far only four or five men
have shown up for duty. The com
mittee Is grateful to thoso who havo
helped out la the cam pat mi so far,
but appeals, that they continue to
help out.
Ten men were to have reported for
soliciting duty this morning but only
four showed up, tho others being
provented by business duties and
other causes. The call Is urgent for
all men who can possibly spare the
time to take up this work.
There aro IndUatlons that tho com
mittee Is growing tired of pussy
footing and gentlo methods, and will
adopt drastic publicity measures to
drive forward those persons who are
well known to bo financially able to
subscribe large amounts, but who
have either not subscribed nt all or
havo made pitiable subscriptions In
comparison to their means.
A. Hanna, local agent of the
Associated Oil company, today In
formed County Chairman (lutes that
ho had received word from headquar
ters of tho company at San Kranclsco
that the company was going to make
a $:t000 subscription to bo divided
up among tho districts of Jackson
county. The Medford district will
receive a substantial share of this
subscription.
