wrongs of subordinated peoples must
be righted and territories occupied
hy Germany since the beginning of
the war must havo complete freedom
before a league of nations can be
-possible and peace secured to the
world, said Arthur J. JRalfoiir,, Brit,

tho Balkans are to be the scene of
bloody wars and the occasion of hos
tilities among their neighbors; If the
Turk is to be allowed to resume his
bloody sway over the. territories torn
from him; if Italyfis hot to have
restored to her and added to her
those populations which roally make
her indeed an Itnly redeemed; if
Greece is to be threatened, as in the
past, by tho domination of the ccn
tral powers; If Serbia Is not to be
restored after all her appalling socrl-
rices and glorious gallantry; If
Franco is not to resume her full
paco in western Europe and if Del
glum is not to be restored in full
measure, if all those evils are not po
tentially' to recur, then you must do
somothlng more than merely estab
lish a league of nations.

before a league of nations can set to
work. You must give It a clean slate
to work upon. Then and then only
will your leaguo of nations work,

leaguo of nations possible complete
victory is absolutely necessary. Ger

league of nations when the Internal
lonal system has been reformed by a
great, wise and all embracing peace

but until Germany finds herself in a

student's army reserve corps it more

ranged.
Standing at attention, the students
heard rend messages from President
Wilson, Acting Secrotury Crowgill
and General March, thief of stuff,
President Wilson's message said :

become comrades in the common

freedom of humnnitv.
"The enterprise upon which yon
have cmburked is n hazardous and
difficult one. This is not n war of
words; this is not a scholastic strug
gle. It is a war of ideals, yet fought
with all the devices of science and
with the power of machine. To suc
ceed, yon must not only he inspired
by the ideals for which this country
stands, but you must also lie mas
ters of the technique with which the
buttle is fought. You must nut oniy
be thrilled with the zeal for the com
mon welfare, but you must also he
master of I he weapons of today.
