At the request of the directors of
the .Medford Irrigation district, the
Warren Construction company, well
known In Medford and thruout the
northwest, requested T. A. Garrow,
consulting engineer of Portland, Ore.,
to examine the Big Butte project as
to Its cost and practicability, with an
eye to the possibility In the future of
bidding on the ni-rk.
Mr. Garrow was in the valley for a
num'ber of days during which he
made a personal Investigation of the
plans and data in the district's office,
and examined every foot of the coun
try thru which the proposed line of
canal ran.
Immediately thereafter he made
and submitted to the Warren Con
struction company a detailed report
and estimate. The construction com
pany then wrote the Medford Irriga
tion district tho following letter,
which speaks for Itself. The figuros
mentioned are on file in the office of
the district. '
Medford Irrigation District,
Gentlemen: We have Just received
a complete report on the Medford
Irrigation district as prepared by T.
A. Garrow, consulting engineer of
Portland whom we employed to make
a special investigation of-the same,
checking all important points, but
particularly that of the probable cost
of construction.
The project contemplates diverting
the waters of Bis Butte creek at a
point Just below the forks, near
Butte Falls, and carried in a canal
to the district. The district com
prises 20,000 acres of very valuable
land located In a semi-circular shape
to the east, south and west of Med
ford.
Machine Construction
The necessary amount for the Irri
gatlon of the lands on the East side
of Bear creek would be distributed
from the main canal, the bnlance be
ing carried uemsa Bear creek Into
Phoenix lateral cr a cannl to bo con
structed parallel I hereto, and extend
ed to the north lino of the 'district
The latter canal would cover ull
lands west of Bear creek possible to
reach by gravity. Siii'Je the flow in
Big Butte creek is sufficient for the
needs of the district, the purchase of
tho water rights and diversion works
of tho Rogue River Valley Canal
company In Boar creek noed not 'be
considered, nltho It might be advan
tageous to acquire the constructed
portion of the Phoenix lateral.
Tho report contained contemplated
methods of machine digging of
ditches, also proposed tunneling
methods, as well as those for build
ing woodon flumes; ull of whLh are
consistent with best nnd most edon
omlcal methods. The quantities and
prices as per the report have been
checked and soci'.i to be approximate
ly correct.
Within Estimates
Judging from tho dnla at hand,
which Is very complete for this early
period, and relying upon the extend
ed experience of tho Investigating
engineer nlong construction lines ns
to both nietlux's nnd costs, we feel
Justified In making the statement at
this time that the project as laid out
.an lie built within the $1,500,000
cost.
As to the feasibility of Ihe con
strncllon I hero seems to be no ob
stacle that cannot he overcome by
ordinary methods now In use: sj)
there Is no element of experiment
along these lines. While the first
six miles of tin ennal between Big
Butte creek and McNeil creek seems
to bo thru rough country, upon thoro
examination of the line as now locat
ed It works out surprisingly well and
at reasonable costs.
Our engineers feel that the-c
statements and ettlinuiere conser
vative. Trusting that these estim
ates ii! be o' value to you, remain.
Very truly yours,
WARREN' CONSTHI'CTIOX CO.
