This is the roniinoiit

icclc(l Hie most and which six months of (icriuan rule has
made it unsafe for Germans to travel except in armed
groups lest they he shot, or huricd alive.
There never was a better commentary on the efficiency
of German militarism all it understands is brutality.
AYhnt it cannot comprehend is humanity. In the Prussian
viewpoint people are just so many machines to-hc oppress
ed and enslaved whether they he Poles, Letts, IJelgi.'ius,
Alsatians, African negroes or Ukrainians.

managed, by sending our run reiuisitioiuiir troops, to
secure less than half a million. Germany interfered to stop
the cutting up of biff estates held by nobles, and the peas
ants refused to plant or harvest crops. Germany ousted
the Ukraine government and set up a dummy government,
ruled by the German commander. He was assassinated.
The entire country is' in revolt. - The peasants are well
armed bands of 70,(1(10 combining to fighting the German
soldiery, attacking troop trains, blowing up bridges. The
railroad employes have joined the peasants. They refuse
to haul Germans or supplies for Germany. Guerilla war
fare is constant.
Germany has forbidden German civilians from going to
Ukraine and the sole desire of those already there is to get
out. Instead of being an asset to the kaiser the Ukraine
is a liability, calling constantly for larger and larger gar
risons and yielding only turmoil and trouble.
AVhat is going on in Ukraine will be repeated in other
sect ions of li'ussia. Just retribution i rendering nerveless
the greedy grasp of the ruinous Hun. Neither the Uk
rainian nor the lfussian sold himself to the German
but the latter, who sold himself to the devil, is reaping his
reward. '

Launching what may be described
as an extensive local attack, the
French Sunday evening, broke thru
the German positions along tho vital
sector connecting the Marno and
Picardy battlefields.
This attack was over a front of
approximately nine miles from near
Carlepont east of the Olse, to Kon
tenoy on the Alsne, about six miles
'west of Solssons. It is offlclaHy re
ported'that an advance to an average
depth of 1.3 miles was made all along
the front of attack. A total of 1700
prisoners is reported from Paris. It
is reported from London that an ex
treme penetration of two miles has
been made.
Tho villages of N'ampcol and Xouv-
ron-Vingre have been captured and
the French have reached the south
ern edge of the ravine at Audigni-
court, which is between Xampcel ana
iN'ouvron-Vingre.
Break d'ermnn Scheme
Since tho situation along the Aisne
and Vesle ana in Picardy has seemed
to be approaching a deadlock indt-
warfare of the first two years of the
war, an attack in the sector hetween
the Aisne und the Oise has-been ex
pected. This line Is vital to the Ger
man positions on each side of It. If
it should be broken the whole Ger
man defcnslvo scheme would be
thrown out of Joint.
While 4he front over which the
assault was launched is short com
pared with those of the .Marne anil
Picardy drives, the success attained
hy tho French appears to point to a
possibility of Marshul Foch breaking
the enemy's resistance by a flank at
tack instead of a direct assault
against the strong positions now
held by tho Germans between Sois
sons nnd Kheims and between the
Oiso und the An.'i e.
Along the I'lcardy battle front
there have been loeal actions, in
which 400 prisoners were taken by
the French. London reports that the
French have captured St. Mard nnd
Beauvraignes, near Hove, thus In
creasing the peril of that bastion of
the German line west of the Somme.

Flanders sector havo been repulsed.
In the Mervllle sector the Il.iib !.
have made a new advance, probably
fciinwimr the Germans who have
been retiring In this' part of tho I.yn
salient for tho last week.
' From Ilallleul, which Is on the
northern side of the l.ys salient, to
the apex of the salient near Virus
Bonjuln, the British have apparently
driven the Germans off all the hlfch
ground In this sector.
Field Marshal llalg's men recap
tured Outterstecn, about three-quarters
of a mile cast of Menis, which
probably marks the maximum pro
gress in this region in the last wee!;.
Further British progress towards l!:e
Lys would endanger the German hold
on .Mount Kemniel and tho high
ground in that region.
On Other Fronts
