IA DRIVE
UN'1X), July 30.-f-Ther6 are
Indications that the 'allied drive In
Albania was undertaken to take the
place of the much-discussed military
intervention in Siberia.
Tho allied military advisers have
decided, It Is said, that the plan for
reconstructing tlie eastern front
along the COOO miles of railroad
loading from Vladivostok is not feas
ible. Therefore General l-'och has
turned his eyes to another avenue
of approach and decided to recon
struct the southern and eastern
fronts by a strategic line extending
from Albania up across the Jugo
slav and Czeeho-Slav states. Inimlc
alile to Germany, that extend to the
itussian border.
This campaign will have the triple
effect of bringing help to Russia,
recovering Albania and Serbia, and
realizing Italy's aspirations towards
"Italia Irredenta."
Albania a Ciuiner
Incidentally tho Italian offensive
has centered attention on Albania,
which is now being cleared of the
enemy just as it has been saved econ
omically by Italy. It 13 the one
country In Europe which has profit
ed by being a seat of war.
The Italian government's occupa
tion of the country has been a work
of civilization, not of war. Millions
of dollars have been spent In improv
ing the natural advantages of the
little nation. In saving its people
from starvation, and modernizing
tho country.
Several hundred miles of roads
have been built, piers have boon con
structed In the harbor of Aviona, the
capital, barrcks and hospitals built,
telegraph, telephono and wireiess
stations installed, railways, bridges,
tunnels nnd bridges constructed in
that part of the country occupied by
the Italians.
IN'fhiitned Much Land
In addition the llalluns havo re
claimed thousands of acres of marsh
lands near the sea and made them
produce food. Courts of justice have
been established with Albanian
judges whero possible, and public
schools have been opened. In short,
Italy has given the Albanians food,
employment, education and security,
and is now engaged in recovering
for them tho territory under tho heel
of tho invader.

The laic and most striking ac
complishment of these Melgians is the
esah!lhiaenl ol a university rigid

soldiers.
The university has all modern ap
pliances; oluiirs, heat, electric Iijjlit.
At present courses are being given
