per eent, th rough the whole list of corporations produc
ing or manufacturing anything at all approaching war ne
cessities. ,
It is safe to say that the eorporations'aiid individuals
not furnishing war supplies, which means the vast major
ity of individual business men, are not doing business as
usual. The, dry goods merchant, grocer, painter, shoe
dealer, hardware merchant, any of tho retailers, who after
paying overhead expenses, including war taxes, has a
reasonable profit left, is lucky. lOxcept in sections where
war industries flourish, the money is got away from this
part of the business element, until the struggle for a rea
sonable profit has become strenuous and Ihe aim is not
reached, in many instances. These so-called "little business
fellows do not expect to, do not want to get rich out of
the war. Their sacrifice., denial and unusual efforts to
keep their heads above water are just as much war sacri
fice and patriotism as any other that could be specified.
Turning to Big Business, we find just the opposite.
Your soulless corporations take war necessity as an oppor
tunity to wring out abnormal profits, fortunes so enor
mous as to be a danger and a curst! to democracy.
Why white bread and honey for the corporation, and
parched corn for the individual buisness'?
Why not put the big corporation on the same basis as
the individual I bids himself, by reason of war necessity?
Why should not emigres, in framing its new revenue
measure, concede the corporations a reasonable profit on
legitimate investment, and take for war use all-the rest of
their profits?
At this time, id! true American men, women and child
ren are engaged in war business. They are saving food
and fuel, cutting out luxuries, buying bonds and war
stamps in short, giving to the government what might,
in a sense, de designated, as all their profits. To leave the
corporations abnormal profit is not governing in accord
with the consent of the governed.

council Wednesday night there was
considerable conversation and com
paratively little action. Tho salaries

water departments were raised from
$5 to $10 a month, tho reason being
that tho high cost of living has made

clause was attached which renders
