tary experts who see m the intensity ol: the (u-rnian can
nonade at various points the preliminary steps of a new
Gorman attack. Jt is pointed out that the fourth army
group under Crown Prince Kupproclit of Bavaria has had
leisure lor reorganization during the three weeks si nee it
was engaged in hattlo and now is ready for a new effort
along tho front.
In all probability the new German offensive will be
directed against the' Flanders front in an effort to reach
the channel ports and isolate the British army and cut it
off from its base.
Germany strategy has succeeded in three efforts in
breaking the allied lines and proved 'that the trench sys
tem has become obsolete. This was done by means of ef
fective and intense gas bombardment of an extended area
back of the lines combined with the rush of an enormous
force ii ion an extended front, going through tho weak
spots and getting behind the portions that held, forcing a
retreat along the whole line. Before reinforcements could
roach the scene, a big advance was in each instance, scored
by the enemy.
Tho passing of the trench system of defense', vhich
held for the past throe years, has forced new defensive tac
tics upon the allies, though what they will be is not yet ap
parent. The old system called for the holding of the lines
with light forces, retaining in their rear large reserves to
be used at attacked points, the theory being that the
weakly held lines could bo defended until reserves were
able to restore the balance. Tho, now Gorman penetration
has Tendered tho old defense obsolete.
It is not at all unlikely that the British may be forced
to abandon Ypres and the channel ports in order to secure
sufficient rescrvon to block the enemy thrusts behind the
Nomine, and against Paris. This would shorten the allied
line a hundred miles and not seriously handicap the allied
forces. It would release the entire British army to aid in
the defense of Paris and after all the battle is not for
positions or territory, but for destruction of reserves.
Writing of the prospects, Frank H. Simonds, the war
critic says:
Wo aro bound to see the allies lose more ground and possibly submit to
other periods of great strain; we may Heo loom relinquish large areas of
northern Franco, us Joffro did 1n 3 i 14, but we are bound also to recog
nize that this chuuge In strategy Is duo to a return to the war of move
ment and a "consequent return to those methods by which Joffro won the

not attach to ground a value which it did not have in 1914 and has not

by paid solicitors from the outside,
the object or which Is to Inltiute a
bill to prevent the advertising of de
linquent taxes. These have been
signed by a good many people, and It
Is safe to say that a large percentage
of the signers do not realize that they
are playing directly into the bands
of the speculators who would sell the
property of hard-pressed or careless
taxpayers without giving thein the
benefit of public notice that the taxes
were due.
The effort to suppress the publica
tion or the delinquent tax lists In the
various counties of the state is not
without design. There Is a reason
why canvassers are being paid to go
into all the counties of the state of
Oregon for the purpose or circulating
such petitions. Those people are not
working In the Interests of the tax
payers, because the taxpayer does riot
pay for the advertising. The tax
shark is the man most Interested, In
having the advertising eliminated.
It Is not a proposal to reduce the
cost of advertising that is being
made. The purpose is to suppress
the publication altogether.
Tho tax shark with the elimination
of the advertising of delinquent tax
list would reap a harvest by tbe elim
ination of competition in bidding at
tax sales.

have been paid out for claims before

forest fire situutlon In northern Idu
ha, during the past 24 hours has been
the most serious that it has been for
years, according to officials of the
federal forest service here. Tho fires
are scattered from the district about
Oro Flno to the Canadian border.
Four big fires are burning, accord
ing to reports received toduy but each
supervisor In the district reported
tho chances were good ror putting
the fires under control today because
of cloudy weather and absence of any
wind.
Tho big fires in tho Clearwater
forest near Oro Flna, the Granite
Creek forest near Fend Oreille, the
Kunlksu near Prelst lllvor and the
C'oure D'Alcne forests near Wallace.
, Ono hundred and forty men were
sent today to the north Idaho woods
and 50 more will be sent this after
noon. The woods because of lack of rain
aro dry as in August. Most of the
fires, it is thought, were started by
careless campers and a few by light
ning. Tho forestry service opened an of
fice here today to hire men as fire
fighters. All men applying for work
aro employed. J. F. Persan, assist
ant district forester, arrived hero to
day from Missoula to take charge of
the office.
