hostile criticism, lias signed a commercial agreement
with the United States and the allies wherehy more than
300.1)00 tons of Swedish shiliiiL' are released for allied use
in exchange for needed supplies.
(icrnian pressure prevented the signing of the agree
ment months ago, despite, the dire need of Sweden hut
proof of a comprehensive) plan by Germany for the con
quest and annexation of Finland and the creation of a
German Greater Finland to seize part of Kussia and prob
ably part of Sweden has caused a reversal of Swedish sen
timent. Swedes now arc convinced that their own safety
as well as that of all the neutrals rests on allied success
hence the, agreement with the allies in the face of German
threats.
The Stockholm paper, which first printed the revela
tions of Prince Lichnowsky, German ambassador to Great
Britain at the outbreak of the war, proving conclusively
that the kaiser alone waa responsible for starting the war,
has recently printed statements from prominent Finnish
leaders,, now in i'erlin, as representatives of the Finnish
governement in its negotiations with Germany, confirm
ing German plans in Finland. These plans are thus out
lined: 1. The carrying of the war to the Arctic, circle, the
seizure of the Miu-nian railroad, running from Petrograd
to Kola, Russia's new port on the Arctic Ocean, and the
occupation of Lapland, Russian Karelia, and the Finnish
coast of 1 he Arctic and the "White Setts.
2. The extension of the pan-German dream of a " Mit-tel-Europa"
to include a through railway line from the
northernmost cape of Kurope to Constantinople.
3. An alliance between Finlaiyl, Germany and Japan
which will renew the Avar against Kussia, giving Petro
grad to Germany and Siberia to Japan.
The program included the capture of Ilelsingfors and
Petrograd by the German l'altic commander and the crea
tion of a "Greater Finland" including Petrograd and the
new railroad constructed since the war began from the
Russian capital to the Murman coast. ' Part of the pro
gram has already been carried out. Ilelsingfors has been
taken, part of the Murman railroad has been seized and
troops are reported advancing on Petrograd.
The new Finland, greater than Norway, Sweden and
Denmark combined, is to be hounded on the southwest by
a German Esthonia, and other Gemanized Pall ic provinces
and Germany is to be given a free harbor on the Arctic sea
in Finland. A German prince will rule "Greater Fin
hind," which is to be dominated economically and politi
cally by Germany.
A number of obstacles are faced in the eonsumation
of the scheme. Sweden threatens war rather than aban
don the Aland isles. P.ritish troops have been landed on
the Murman coast, to protect the railway and prevent the
seizure of Kola Hay ports, while British warships are
guarding the harbor.
When the big battle on the western, front is over, Ger
many will be ready to begin the conquest of the Arctic,
renew the war on the Bolshevik and approach Japan for an
alliance for the division of Russia.
