The fund is raised by monthly payments of all citizens
in some cities a day's wajjes or income a month is do
nated; in other places the basis of contributions is an as
sessment upon incomes.
The Journal Press of St. ('loud, Minn., describes the
war chest fund being raised there as follows:
".Those having an annual income, up to $1,500, one per
cent; income from $1,500 lo .flOO up, 2 per cent; from
