APPLE EXPORTS
WASHINGTON, Sopt. 1. -Prospects
for opening tho Hrltlsh nyd Scandl-
navlun markotB for Oregon apples
next winter are steadily Improving as
additional (acts are produced before
the state department, whore congress
man Slnnott, with Representatives of
the applo growers, has boon trying to
spoed up tho diplomatic machinery,
It Is now established that there Is
space for tho apples on shlps'depart-
lng from Amorlcan ports. TIiIb spaco
canont bo used, because of a cumber
some system of securing special per
mits from llrltisb trade compl rollers.
Shippers have found that by tho time
tho red tape Is unwound (lie ah lj
usually has sailed.
Next, It dovolops that nrltlsh deal
ers aro calling for Oregon and other
northwostorn applos. They nro nnx
lous to handlo Ihom, and hnvo recent
ly becomo ncllvo In petitioning their
trndo authorities to mako It possible
for them to receive such shipments.
Auothor situation nrbos as to Scan
dinavian tin portal ioiiH. When this
country was a neulral, (iroat llrltain
established tho rules under which Im
poiiallons Into thoso countries wore
govornod, under penalty of seizure
and tho prizo court. That course was
Justified as a necessity of protection
against supplying tho enemy.
Now the United States Is a bclllg
oront and tho ally of llrltain. This
country hns as much Interest In pre
venting supplies going to tho onomy
as her ally, and presumably Is Just as
capahlo of handling tho questions of
exports. An exports omhurgo. was
placed Ih tho hands of tho president
for that very purposo.
Intimations nro now heard thai
within a abort time the United Slates
will establish Us own rules for o.
portullnns to the Si'iiiiillunvlau coun
tries, In cn-oporiitloii, of coim-hc, with
tho Hrltlsh, but without Interference
by her trade authorities. This will
make the manner of export and the

THE LOGICAL CONVENTION PLACE.
SOANT sympathy will be felt for the pafi fists who have
organized under the imposing name of the "People's
Council of America for Democracy mid I'eace" in their ef
forts to Nccure it convention hall to organize, their treas
onable, pro-(ferman propaganda for impeding the success
fid conduct of the war. Barred from Minnesota, ousted
from 'Wisconsin, and ordered ejected from Illinois, they
are, learning that there is a limit to the patience of long
suffering, easy-going American patriots.
Chicago has an unpatriotic and pro-German mayor who
has repeatedly shown his anti-American sympathies and
it was logical to select Chicago for the meeting. But Illi
nois has an American for governor, who very properly
objects to organized sedition.
Under the plea of free speech, these modern copper
heads are doing what they can to aid and comfort the en
emy. Free speech does not convey tho right to attack and
besmirch tho government, and create discord and division
ni the nation at a time it in -engaged in a life and death
struggle to preserve liberty and democracy and its own
independence.
This same little hunch of fanatics recently obtained hy
fraudulent representations, the use of a senate committee
room and under the dome of the capital proceeded to de
nounce the military measures adopted for the defense of
the republic and demand the impeachment of the presi
dent because of the adoption of the military service law.
Their acknowledged object is to encourage resistance to
the law, create discord thruout the country aiyl thereby
hamper the conduct of the war.
We have the word of the American mission to Eussiii
as to the effect of their conduct abroad. Their treasonable
utterances are circulated by thousands of German spies
to make the Russians believe that America -is not in earn
est in the conduct of the M ar and the effect is shown in the
destruction of the morale of the Russian army and its col
lapse, thereby endangering not only democrat?' in Russia,
but in the United States as well. Their service to the kais
er does aiot count for much in America, but is invaluable
abroad.
There should be no place in patriotic America for the
organization of treason. The convention of those fighting
the -kaiser 's battle in America should be held in the only
logical place the federal penitentiary. ,

.WASHINGTON-, Sept. 1. The

tion releasing grain cargoes held in
American ports to the Netherlands
under certain conditions has been dis
approved by tho exports administra
tive board and the project Is in dan
ger of being abandoned altogether. .
THE HAGUE, Sept. 1. Two lead
ing organs of Holland's diplomatic
capital agree that President Wilson's
answer to the popo's peace proposals
does not bring nearer a cessation of
hostilities. Tho Nleuwe Courant do
scribes this answer as a fresh war
declaration cloLehd in pacific garb
and an invitation to the German peo
ple to prove their deslro for peace by
rising in revolt.
"It 1b not clear what form of new
evidence President Wilson desires,"
tho newspaper complains, in citing
tho latter part of the.noto, "for, judg
ing from tho text, even the most fa
vorable peace terms would find no
acceptance if they did not omanate
from a government appointed by a
parliament."
The Nlouwe Courant, however, sees
a bright spot In tho president's nssur
anco that the aims of the United
States are unchanged and especially
rejoices In his rejection offin econom
ic war.
The Vadorlani hoads its comment
with the tiflo, "Wilson's answer Is
not made for Europe," and says It
enn only truly and fully Bntlsfy Rus
sian Maximalists, for "tho central
people are left no choice but to kick
out their governments."
This, the newspaper declares, re
voals a surprising lack of understand
ing on thepresident's part and that
ho docs not reallzo sufficiently tho
strongth of tho lnnor growth of tho
peoples nnd the dynasties, lie views
the European states as ho doos tho
states of tho American union and
only seems to have the most superfi
cial notion of. (rjo intricacies of the
European problems, the Vadorland as
serts, and its conclusion Is:
"This strange doctrino breathes an
atmosphere not of Europe and If we
must wait until it permeates here,
Europe will have lo suffer much long
or and a terrible war. burden."
Instead of cutting down the num

The Increase Is Iho nioro remark
