Uniformity of lighting, power and heating rates, abolition of flat rates and substitution of meter rates and furnishing of transformers by the company, are the chief features of the findings and order of the Public Serv ice Commission of Oregon in a decis ion just rendered after several years of investigation of California-Oregon Power Company's properties and serv ice In southern Oregon. New rates are provided for the district covered, which, while not yielding materially more revonuo, will equalize service and payments. The commission finds that the com pany has received a return amounting to less than fivo per cent upon Its le gitimate investment, haB not received an unreasonably high return, but less than the investors were entitled to. .No general reduction in rates Is Justi fied, nor is it believed that the total return can be satisfactorily increased by advanced charges. All rates for ordin ary powor service hereinafter sot forth as reasonable will include tho ownership and maintenance of trans formers by the utility, and tho com pany will bo expected to take ovor un der reasonable rules to bo filed with the commission such equipment as is now owned by its powor customers. Agricultural Power. Regarding rates for agricultural power, for pumping water for Irriga tion, the commission orders the aboli tion of the flat rate schedule. "How ever. "The commission being fully advis ed and possessing full knowlcdgo of tho conditions surrounding tho busi ness of this utility, now finds that the rates In effect for electric service, In sofar as thoy differ from those herein after set forth, arc unreasonable., un just and unjustly discriminatory and that In lieu of such unreasonable rates the following schedules provide just, roasonable and not unjustly discrimi natory charges for such service as is therein specified in both the Klamath nd Rogue River divisions. As to rates not specifically superseded by RATES ORDERED this order, no finding is made, and they may be continued or changed by the utility at its option. Such rates, as well as those herein fixed, are sub joct, of course, to revision by the commission at any time upon proper complaint. Residence Lighting. The activo load of all commercial lighting Installations will be deter mined as follows: One-third of the conccted load In Apartpient houses and hotels (ex cept reception rooms, hallways and lobbies). Basements, lofts and other rooms used only for storage. Warehouses and barns (except of fices and workrooms). Academics and Bchools (except night schools). Of all other lights, and exceptions noted above - 80 percent of tho first two kilo watts of conected load. GO percent of all excess ovor two kilowatts of conccted load. Lighting Out of Town. This rate applies to rural customers whore there are less than 15 connec tions per mile of line, as measured from the city limits or from the point of origin of the lino it from out-door sub-station.
