Public Service Commission Estab
lishes Uniformity of Electrical
Rates, Elimination of Flat Rates
and Substitution, of Meter Rates in
Southern Oregon, After Hearing.
Uniformity of lighting, power and
heating rates, abolition of flat rates
and substitution of meter rates and
furnishing of transformers by the
company, are the chief features of the
findings and order of the Public Serv
ice Commission of Oregon in a decis
ion just rendered after several years
of investigation of California-Oregon
Power Company's properties and serv
ice In southern Oregon. New rates
are provided for the district covered,
which, while not yielding materially
more revonuo, will equalize service
and payments.
The commission finds that the com
pany has received a return amounting
to less than fivo per cent upon Its le
gitimate investment, haB not received
an unreasonably high return, but less
than the investors were entitled to.
.No general reduction in rates Is Justi
fied, nor is it believed that the total
return can be satisfactorily increased
by advanced charges. Tho changes
ordered are designed to maintain the
present total income and to eliminato
unjust discrimination, to encourage a
freer and more extensive use of the
facilities, Regarding tho furnishing
of transformers, the commission snys:
Regarding Transformers.
"Power consumers using motors of
one horse power or moro havo been
required under the present rules to
purchase and own suitablo transform
ersifor tho operation of that equip
ment. This rulo is unreasonable In
that It prevents tho most efficient and
economical distribution of energy and
traces upon the customer ownership
of equipment whlcu, on account of its
unusual character he must roly upon
the company to malntuln. Tho prac
tice also gives riso to various and un
satisfactory controversies as a respon
sibility for damages.j
"Tho furnishing of such equipment
Is a utility function, and, In tho opin
ion of the commission, is not e.ich ss
may reasonably be genorally required
of the customer. All rates for ordin
ary powor service hereinafter sot
forth as reasonable will include tho
ownership and maintenance of trans
formers by the utility, and tho com
pany will bo expected to take ovor un
der reasonable rules to bo filed with
the commission such equipment as is
now owned by its powor customers.
Agricultural Power.
Regarding rates for agricultural
power, for pumping water for Irriga
tion, the commission orders the aboli
tion of the flat rate schedule. "How
ever. In so doing responsibility Is left
with the utility to so Resign Its motor
rale that any long-use customers, who
like built up good load factors In
their Irrigation operations, upon the
basis of existing flat rates charges,
shall not under similar, normal condi
tions pay Increased annual bills to
the company.
"Tho present meter rnto for agri
cultural power (irrigation) appears to
be well balanced on the proportionate
cost of such service and, tho commls-
sion believes, should bo given suffi
cient trial to demonstrate tho practi
cability of its application. Its opera
tion In connection with tho flat rate
and tho meter rato for general power
purposes as has been tho company's
practlco in tho past, should afford a
system of agricultural power rates
sufficiently flexible to meet all rea
sonable conditions."
Must Extend Service.
"In order that tho userB of Irriga
tion powor may be able to niako prop
er and profitable uso of tho Bervice
furnished, the company must extend
Its j advice to each customer as to the
nature of tho rates avallablo and as
slst In optalnlng for him tho most eco
nomlcal combination of rate and oper
atlng plan that may bo possible.
"The commission believes that spe
clal effort should be niailo in this di
rection until tho possibilities of this
market are fully realized and Ihl
class of business has passed thru Its
development period.
Now Schedules Issued.
"The commission being fully advis
ed and possessing full knowlcdgo of
tho conditions surrounding tho busi
ness of this utility, now finds that the
rates In effect for electric service, In
sofar as thoy differ from those herein
after set forth, arc unreasonable., un
just and unjustly discriminatory and
that In lieu of such unreasonable rates
the following schedules provide just,
roasonable and not unjustly discrimi
natory charges for such service as is
therein specified in both the Klamath
nd Rogue River divisions. As to
rates not specifically superseded by

this order, no finding is made, and
they may be continued or changed by
the utility at its option. Such rates,
as well as those herein fixed, are sub
joct, of course, to revision by the
commission at any time upon proper
complaint.

shall bo less than $1.00 plus 10 cent
for each 100 watts, or major fraction
thereof, of active load in excess of
500 watts.

considered as less than 500 watts.
The activo load of all commercial
lighting Installations will be deter
mined as follows:
One-third of the conccted load In
Apartpient houses and hotels (ex
cept reception rooms, hallways and
lobbies).
Basements, lofts and other rooms
used only for storage.
Warehouses and barns (except of
fices and workrooms).
Academics and Bchools (except
night schools).
Of all other lights, and exceptions
noted above -
80 percent of tho first two kilo
watts of conected load.
GO percent of all excess ovor two
kilowatts of conccted load.
Lighting Out of Town.
This rate applies to rural customers
whore there are less than 15 connec
tions per mile of line, as measured
from the city limits or from the point
of origin of the lino it from out-door
sub-station.

Cooking and beating dovlcos up to

Heating.
This rate aplles to residences using
complete lighting, cooking and heat
ing equipment, and to commercial
heating and cooking loads whoro
lighting service is carried on tho reg
ular commercial lighting rate.

and air heating customers under ex
isting rates has been found unreason
able, equity demands that these con
sumers, who have purchased equip
ment on the attraction of tho present
rates, be given duo consideration for
tho good gnlth in which such pur
chases wore made. In view of tbdso
conditions, tho commission believes
the following adjustment will wield
justice to all parties concerned:
The present air heating rato will be
continued for a period of only two
years and for none other than present
customers for heaters which have
been In use during tho past year.
