The chief events of Interest In
Tuesday night's council meeting were
tho council's refusal to accept the res
ignation of Lieutenant Elmer T. Foss
as city recorder and fls voting to keep
the position open for him until he re
turns from the war, and tho voting of
an appeal to the owners of vacant lots
to burn the grass and weeds off of
them and off the sidewalk grass plots
as soon as possible.
Tho dry grass and weeds are a big
menace to the city, and the council
authorized Fire Chief Lawton to em
ploy men to aid the fire department In
burning the grass and weeds off of
those lots whose owners either reside
out of the city or refuse to burn the
grass. Chier Lawton will start this
work tomorrow morning with the aid
of several Company I soldiers.
No Increased Pay.
Chiof Lawton says that most citi
zens can burn the grass from their va
cant lots without tho supervision of
the fire department providing they
do tho work in tho early morning or
in the evening and use common sense
precautions. .However, wherever there
is exceptional danger, the fire depart
ment will supervise the burning upon
request. ' -''''--.'-
Chief Lawlort's.-effort lo have the
council raise-.the pay of the city fire
men from $70 a hionth to equal that
of the policemen which Is $S0 a
month was unavailing. But on his
statement to the council that Fire
man H. N. Mark, who is the fire de
partment's automobile expert ami
mechanician would resign unless he
received $15 a month increase for his
special work, the council voted Mark
an additional $10 a month as depart
ment mechanician.
Foss Itciiuit ion.
It lias been known for some time
that City Recorder Foss. -vho is first
lieutenant of Company Seven, would
resign before the company went into
active service, and therefore no sur
prise was created when the resigna
tion was presented last nigut. Neith
er was any surprise created when the
council laid tho reslgi ation on the
table and. said lots of . nice tilings
about .Mr. Foss ajid his efficient sere
Ices to tho city forjO'oars. - "
Tho council unanimously expressed
a vote of appreciation for Mr. Foss'
faithful service to the city, and decid
ed to keep the position open for him
until his return from war. and in the
meantime emp'oy a deputy to fill the
position, ilisi llaswcll assistant re
corder, who has heen employed in the
office for several year-:, will probably
be given the dvtiea rl lecotder. "
Mr. Foss has been an official of
tho city for six years or more, first
as assistant city engineer, then as
cashier of the water department and
last as city recorder, being twice
elected to the latter office. He is a
Mason, an Elk and member of the
University club.
Lieutenant Foss was one of the ori
ginal members of Company Seven,
joining as a private five years ago
and Is the only remaining member of
the company who was mustered In at
Its Inception.
ItcslKiiittion Is Rend.
Mr. Foss was not present last night
when City Attorney Mears read his
resignation and tho council acted on
It. Ills resignation read as follows:
Gentlemen: Inasmuch as I expect
to be called into tho fei'.cra, army be
fore your next meeting and do not
know when 1 will return, 1 hereby
tender my resignation as city recorder
to take effect the 25th Inst.
In this connection I might say, If
permissible, that I have completed the
entire transcript of proceedings cov
ering ul! special assessments for every
local improvement, as well as the gen
eral transcrlp in re the various char
ter amendments, standing ordinances.
etc. Moreover, tho regular work of
my office is absolutely up to date and
ready to turn over to my successor.
As you are aware my accounts as
cashier of the water department were
audited by an expert up to March 1,
1017. However, I would like very
much to have a complete audit of all
Ihe accounts ar.d records of my office
from January 1. I 'J 16. the date of the
last general audit, to the date of my
turnover.
Respectfully submitted,
K. T. FOSS,
City Recorder.
