U-BOAT FAILURE
LONDON, Jane 5. The weekly re
port of losses of Itriti.-h merchant
vessels in the submarine campaign
will aain show n favorable total
when it is issued tomorrow. In some
respects the last week has been the
best since unrestricted submarine
warfare was iniuifriirnlcil. Last Fri
day was a blank day on the records;
that is, no losses of lirili-h mer
chantmen occurred. II is the first
time this has happened for a Ion;,' pe
riod. Hrilish naval people believe the im
provement is cumulative ami that
there is not the slightest chance, with
the improved allied organizations,

their performance of the black week

The wealher continues to favor the

WASHINGTON', Juno 5.- Creation
of a war committee on railways cars
and of another on locomotives to
servo with the general transportation
company, was announced today by the
Council of National Defense. The two
committees will advise as to tho best
means of Increasing the output of cars
and locomotives and will try to niako
as efficient as possible existing roll
ing stock.
Tho car committee Is made up of
the following: K. F. Carry, president
of Haskell & Barker Company; G.
Gawthorpe of the American Car &
Foundry Company; Clive Hunnels, of
tho Pullman Company; H. L. Gordon,
of the Standard Steel Car Company;
