A PROPHECY

A century will embrace tho whole of Europe, signifies
that society is its own sovereign. It protects itself by means
of its citizen-soldiers;. iudges itself by trial by jury; admin
isters its own affairs, by local government; niles ltselt by
popular representation. The four limbs of monarchy the
standing army, the courts, the bureaucracy, tin? peerage

which are withering up and will soon die."
These prophetic, words were written in 1830 by the
great French novelist, Victor Hugo. At that time the re
action from Napoleonic times had set in strong in Europe.
Everywhere the kings were supreme and the people pros
trate. Hugo's own France was to have king after king until
tho war of 1870 drove the whole brood out. Europe is not
yet given over to republican government, but Hugo's cen
tury still has .1:1 years to go and the present war between
democracy and autocracy may hasten the blood-stained
inarch of human liberty.'
Just see what has happened since Hugo wrote: France
is a republic. It has been a stalric one for 47 years. Eng
land is now a constitutional monarchy in which the people
have as many liberties as in a republic. In fact the mon
arch is a mere gilded figure-head. The new Italy has aris
en from the cementing of the various little Italian states.
Although it has a king, parliament, elected hy the people,
rules. Norway has broken away from Sweden and for a
time it was touch and go whether the country would de
clare for a republic or for the limited kingdom which it fin
ally adopted. Portugal some six years ago east out kings
and has been a republic ever since. Only the other day
Russia revolted.
Viewed from this standpoint the most backward coun
tries in Europe are the central powers Germany, Austro
Hungary, Bulgaria and Turkey. In each of these the
monarch is superior to the so-called representative bodies
and the latter have little or no voice in the election of the
responsible ministers, these being under the orders of the
crown only.
The defeat of the central powers, therefore, will be as
much for their own good as for that of the rest of the world.
If American arms can help topple over the kingly cast in
the enemy countries, if our might can help bring democ
racy into its own all over Europe, the date of our entrance
into the world-war will be the most important in the an
nals of liberty, i

The Junior Thrift organization of
tho public schools which proved so
successful lust summer will be con
tinued the present summer, Superin
tendent Uillls announced today. The
school authorities aro urging parents
of tho pupils to co-operate and encourage-
tho movement whoso double
purpose is to bring out and develop
the initiative In the children and fii
courago them to put in their vacation
at usuful tasks InsUlul of passing all
this time In pursuit of pleasure or in
idleness.
As was the ease last year, tho move
ment is to culminate In the fall In a
public classified exhibition of the
things that bavo been accomplished
by tho pupils during tho vacation pe
riod, only next fall It is hoped that
the exhibition will bo much larger
and more elaborate. It will also In
clude statistics of earnings made by
pupils nt whatever they have under
taken along the lino of being useful.
Hardening, sewing, canning, raising
' poultry, raising rabbits, etc., are
'among tho most common pursuits In
the Junior Thrift organization. Each
pupil can choose whatever be wants
to do to 'be useful so ns to make a
