PARIS, Mny 24. Jules Cnnibon,
penernl secretary of the ministry if
foreign affairs, referring to the Hus
sion situation in the light of the as
surances given by the Russian for
eign minister, M. Tereschtenko, which
were read in part in the chamber of
deputies by Premier Hibot, said to
day: "The dispatch is notable for the
enthusiasm with which it foresees
Russia's immediate resumption of
military activities nnd her pursuit of
the wjjr until liermuny is completely
? defcatad. There were fears that the
fv revolutionary element, under Gcmum
. jiuence, might get the upper hand
mid seek to maKe Jtussia arrange a
separate peace and disown the alli
ance. 'Fortunately, however, this has
come to naught, ns M. Tercschtonko
has indicated that Russia, whilo re
pudiating the traditional policy of
Peter the Great nnd of the Kmpress
Catherine for unlimited conquests,
conceives that a victory of the T,ib
eralists in Russia is possible only by
n complete victory over Germany."
Jf. Cnmbon said the French govern
ment was highly gratified at the re
ception President Wilson had accord
ed Captain Andrea Tardieu, French
high commissioner in the United
States.
"The French people are intensely
interested in the coming of the Ameri
can division to France,"!. Caiubon
added. "Their reception will be equal
to, if it does not exceed, that the
American people gave jr. Yivi.iui and
Gencrafyoffre. The arrival of Amer
ican troops on French soil is regarded
by our people as the final stroke
which will precede victory.''

WASHINGTON, May 24. A pro
gram under which the American gov
ernment virtually would pool its pur
chasing, for the sake ot attaining
maximum efficiency, with that of all
the allies, construct a buying machine
Into which hundreds of experts In
many lines would fit as cog wheels,
and place one man In charge of the
whole gigantic enterprise, is under
consideration and fast assuming defi
nite outline, i
ThiB man would be the world's
super-buyer. Into his hands the na
tions at war with Germany would
place approximately $10,000,000,000
a year, a store of money exceeding
the fabled fortunes ot the ancient In
cas and with no parallel In modern
history.
So far has the program progressed
that the officials intrusted with its
execution already have a definite Idea
as to whom they will choose. While
no final decision has been reached as
to whether one man or a small com
mission should be chosen, indications
are that it will he one man and that
his selection will be announced within
the next fortnight.
Great Britain, Franco, Russia,
Italy, Japan, Belgium, havo agreed to
the essentials of the scheme and will
sign an agreement making it effec
tive as soon as the tremendous
amount of work Involved can be ad
justed. At present the program hinges
on tho extent to which the United
States will participate in tho pooling
arrangement.

this baby weighed nine and one-half

would have finished here and no one
would have paid any particular atten
tion to him, but when you stop and
take Into consideration that his ador
ing mother is just 30 inches tall and
the proud father just one inch tailor
than she, you will say it is not possi
ble. Well, we will loavo it to you,

AMSTERDAM', May 24. Tho so
cialist newspaper Yoerwarts of Ber
lin says that tho recent statements of
Premier I.voff and Foreign Minlstor
Tereschtenko of Russia, expressing
determination to continue the war
with the country's allies, are a great
disappointment to those lu Germany
who expected a sepafato peace quick
ly with revolutionary Russia. Tho
Vocrwarts says Germany's policy is
not dictated by the Pan-Gorninns nnd
that the statements of the Russian
ministers would never have been
made had Chancellor von Bethmnnu
Hollweg roplied fully and satisfactor
ily to the lnterpollations ot the social
demorcats regarding war alms and
said that the doslres of Austria and
Russia were also those of the German
government. It continues: ,
"Tho German people do not In tho
least think of submitting to the dom
ination of militarism after the war
and they will the less think of ex
tending such domination over other
nations." !
The Krcuz Zoitung considers the
statements of the Russian ministers
to bo tho first success of British pol
icy in tho new sttuntion and a dem
onstration of tho tact that "politically
lime is not ou our side."
