by the president provides for the registration for
military duty of all males between the ayes of 21 and 30.
inclusive, that is including those in their :Ust year. June 5
lias been named as registration day, and those who fail to
register are subject to imprisonment from (j months to one
year. There is no alternative fine.
About 11,000,000 citizens will be registered, of whom
500,000 will be called out for training in September as the
first unit of the new army. The selections will be made by
drawings, a lottery wheel being used to insure impartial
ity. Later, if the war continues, another f00,000 will be
drawn and as needed, additional units of half a million each
drafted. The period of service is for the length of the war.
All who present themselves for registration shall be deem
ed to have volunteered for military service and are so car
ried upon the rolls of the organizations- to which they may
be assigned.
Numerous exemptions to the draft law are provided,
as follows:
1. The offieers, legislative, executive, judicial, of the
United States and the several states and territories.
2. Duly ordained ministers of religion tfnd those pre
paring for the ministry in theological and divinity schools.
.'!. All persons in the military and naval service of the
United States.
4. .Members of well recognized religious sects or or
ganizations whose creed forbids its members to participate
in war in any form and whose religious convictions are
against war or participation therein.
5. - Custom house clerks, persons employed by the Unit
ed States in transmission of mails, artificers and workmen
employed in the federal armories, arsenals and navy yards,
and such other persons employed in the service of the
United States as ihe president may designate.
(i. Pilots and mariners actually employed in sea ser
vice of any citizen or merchant within the United States.
7. Persons engaged in industries including agriculture
found to be necessary to the maintenance of the military
establishment or the effective! operation of the military
forces or the maintenance of national interest during the
war.
i 8. Those with families or persons dependent upon
Uieni for support, which renders their exclusion or dis
charge advisable.
! 9. Those found physically or mentally deficient.
10. Medical students until graduation only.
No exemption or exclusion shall continue when a cause
therefor no longer exists. Notwithstanding exemptions
above numerated, each state is required to supply its
quota in the proportion that its population bears to the
total population. '
The president is empowered to make, rules and regula
tions to carry out the terms and provisions and provide for
issuance of certificates of -exemption, and for a system to
exclude and discharge individuals from the selective draft.
Local tribunals are to be created under the discretion of
the president, composed of members of the local civil gov
ernment, to pass upon and decide all questions of exemp
tion, draft, discharge, etc.
' All persons of the required age must register, whether
citizens or not. Aliens. art not subject to draft, but the
government desires u record of them, .Registration booths
will be open from 7 a. in. to 9 p. in. on June 5, the booths
corresponding with the regulaivojing pjaces.

AMSTERDAM, May ID. All the
German papers print the news of the
arrival of Ihe American destroyer
flotilla in I'.uropean waters under n
single headline. The I.okal Anzeier
heads the item: "Xow the Americans."
In striking contrast to the dilly
dallying and blckerrhgs of congress,
the prompt action of the war depart
ment stands out In marked compar
ison In the manner in which orders
began flying out over tho wires In
a few minutes after the president
had signed tho army conscription
measure. Yesterday within an hour
or two orders had been received In
-Modford to Immediately proceed to
recruit tho Seventh Company to full
war strength In anticipation of tho
call to the colors on July 15, on which
date all coast artillery trops are to
bo mobllied.
As the conscription provisions of
the army bill are to be carried into
effect on June 5, enlistments in the
national guard organizations will be
greatly stimulated. For many rea
sons enlistment in a national guard
organization Is to be desired owing to
to probability of advancement and re
ceiving commissions In the army to
be conscripted. It has been announced
by the war department that 10,000
officers and non-convmlssloned offi
cers will be selected from the regu
lars and national, guard organiza
tion:, for at.lgnment to tho new army
to l.c formed under the selective draft
::; ?l ::u September. This will open
up cnori.'.nltlcs thut will bo available
to those qualified for commissions,
and who wore not eligible or did not
get a place In the officers training
camps already established.
Captain Vance states that about
35 enlistments can be received In the
7th company before the maximum of
150 Is reached, and It is expected
that this number will apply for n
place In the company within the next
few days, after which no further en
listments can be accepted. Opportu
nity for advancement In the 7th com
pany is still open to the new enlist
ments, ub it Is not intended to make
tho appointments of sergeants and
corporals until the full number of 150
has been reached, after which the
selections will bo made from those
best qualified for tho places. Thoro
are 10 sergeants and 15 corporals to
bo appointed In the Seventh company.
As these appointments are made by
the captains of the various organiza
tions based oii the qualifications of
tho men themselves, the opportunity
Is open for any member of the organ
ization to make rapid advancement
through the 7th company and thence
ns nn officer In the new army to 1te
called In Soptembei. Two members
of, tho 7th company have already
been selected for appointment to the
officers' training camp 111 San Fran
cisco, and will report for duty next
woek. Aside from tho advantage of
being a non-commissioned oflcer.

company will be fullyorganlzed and
ready for the call to duty on July 15.
Captain Vance expects to entrain
with a company fully capable of sus
taining the high record set by the
company in the past, and ready "to
take its place In line wherever duty
calls.
