WASHINGTON'. May 7. Political
ontrol in a democracy is one of the
evils that mak.'s government owner-
hip of railways of dubious value.
M. Ackworth of tho British com
mission which recently investigated
'anadian roads, today told the joint
ongressional committee investigating
transportation problems in (he I'liHed
States, lie said government owner
shlp was indefensible in most coun
tries that tried It. I'lt Is Impossible,"
said .Mr. Ackworth, "to obtain satis
factory results on government rail
roads in democratic countries unless
the operation is cut loose from direct I
political control. Neither Australia
nnr any other country with a demo-
rut tc constitution perhaps an ex
ception ought to be made of Switzer
land has succeeded lu maintaining a
permanent severance. In France,
Belgium and Italy parliamentary in
terference has never been abnndonod
for a moment. The facts show that
parliamentary interference has meant
running tho railways not for the ben
efit of the people at large, but to sat
isfy local and scctlonsl or even per
snnal in'erestf. They show further
that under parliamentary manage
incut it is easier to get money for big
sehemes In new construction, than
for Incousplciuous day to day better
ments and Improvements which proh-
bly could produce much greater pub
lice benefit."
Mr. Ackworth paid some day the
people might decide (o constitute a
branch of government to run tho rail-
roai which would not ho subject to
popular interference nnd be independ
ent of parliamentary control. Such
a board, he said, might remove many
existing objections to government
roads.
