olr old-school statesmen, hut one who can have little in
common with the Kussian revolution. Mr. -Knot, while a

renresciitativc democrat or a believer in democracy as
deinocracv is defined in 'Russia.

seem little less than anarchy.

stitutional restrictions that retard and prevent progress,
is scarcely regarded as a democracy but a survival of
Anglo-Saxon feudalism in which plutocracy has replaced

though of course the example of a republic growing in
wealth, population and power, has been an inspiration to

the long run is ruling and governing humanity. The two
theories differ only in degree and between the two, the

vice to society, but leads the useless existence of a para
site that siicks its life blood.
There is mighty little of Christian brotherhood about
American democracy. ' Though its ideals are liberty and
equality, in practice it is largely grab and greed. The
opportunity nought, is the way to wealth, lint to the Rus
sian, with his religious nature,
democracy really means brotherhood and the Jiussian
has a big advantage he has not been feudalized.
The American mission can and will be or great assist
ance to Russia in a material way, ami will help cement the
bonds of friendship that binds the big eastern with the
great western democracy, though it. is exceedingly doubt
