The war will be won or lost, it now seems probable, on

papers, discussing editorially reports
from the United States that America
Is suspicious of Mexico's attitude In
the present International crisis,
serts that Mexican neutrality will be
maintained. It adds:
"There Is not much on which these
suspicions are based that has not been
mentioned by tho administration and
press. Ono reason for this, without
going further. Is the embargo on arms
ngalnst Mexico, maintained in spite
of tho reception of our ambassador.
Tho Aniorican government offers all
nations a chance to buy the arms
which It manufactures In vast quan
tities, except two, Germany and Mex
ico. It is easy to understand the
attitude now against Germany, hut
what about Mexico?"
'What can we say to this and how
interpret? When the President elect,
because of the great interest In the
subject, referred to It in his speech
to congress, the American press
clamored that the speech contained
only painful words.
Why not, if the Mexican peo

mentioned only with words sweet as
fruit in season?"
A bazaar was held last night for
the benefit of disabled Mexican sol
diers and the widows and orphans
of those killed In battle. Tho Ger
man minister, Von Eckhardt, contrib
uted 500 pesos and his xvife K0.
Other members of the diplomatic
corps, including United States Am
bassador Fletcher, also contributed,
but their gifts were overshadowed
by that of Von Eckhardt, which was
o'-cr ono third of the total amount
raised by tho bazaar.

not in partnership with the entente.
