gress 32 Republicans, 16 Demo
crats, One Socialist and One Prohi
Vote Against War Measure.

WASHINGTON, April 6. War be
tween the United States and Germany
becomes an actuality today immedi
ately upon President Wilson's approv
al of the war resolution adopted by a
vote of 373 to 50 by the bouse a, few
minutes after 3 o'clock this morning.
This action will set in motion tbe
government's newly planned machln
eiHr for mustering military, naval and
economic forces into an aggressive
war against Germany.

J The resolution passed the bouse
in the same form as adopted' by the
Benate Wednesday night. It declares
that a state of war exists and directs
the president to employ all the naval
and military forces of the United
States and resources of the govern
ment to carry on war to a successful
conclusion.
Among the fifty who voted against
war were thirty-two republicans, six
teen democrats, one socialist and one
prohibitionist. Voting affirmative
were 193 democrats, 177 republicans,
two progressives and one independ
ent. Democratic Leader Kitchen and
Miss Jeannetto KunUIn, the new wo
man member from Montana, were two
of thoso who ;voted negatively. After
falling to answer to the calling of her
name twice on the first roll call.
Miss Rankin ose on the second roll
call, trembling, obviously badly
frightened, and with a sob in her
voice, declared:
- "I want to stand by my country,
but I cannot vote for war."

Still she did not formally cast her
vote and half a dozen of her col
leagues, wearied by the protracted
debate, demanded "Vote! vote!" in
raucous voices, sinking Into her seat

South, chief clerk, went to her seat
to corroborate her vote.

, WASHINGTON', Apr. 6. The navy
department completed preparations
late today to flash telegraphic orders
for the mobilization of 15,000 mem
bers of the naval militia and the
naval reserves immediately upon the
signing of the war resolution by
President Wilson after it has passed
the house.
The Atlantic fleet has been main
tained on a war basis since the nat
ional emergency was declared. The
10,000 members of tho naval militia
and the 5,000 men in tho various
classes of tho naval reserve will 'be
employed immediately to fill up tbe
complement of reserve ships and aux
iliary and put in commission tho first
of the huge motor boat patrol fleets
for coast protection against submar

was no attempt to filibuster, but the
pacifist group, under the leadership
of Democratic Loader Kitchlh pro
longed tho discussion with Impassion

president's recommendation that a
state of war be declared.

Speaker Clark signed the resolution
and the house then adjourned, to
meet again Monday and take up tbe
administration recommendations for

Efforts mo being made by Hie jrov-
ernuieiit to build ii the officers' re
serve corps provided in the national
defense act passed by congress last
June to secure a reserve of officers
available for temporary duty.
In liuie of peace members of Hie of
ficers reserve may be culled upon to
duly with troops or in field exercises
for not to exceed 1.") days each year,
or with the consent of the officers to
a louper period.
In time of actual or threatened hos
tilities, as at present, officers of the
reserve are subject to temporary duly
with the regular army, volunteers' or
other authorized organizations.
Men iossesin the necessary nunli-
fications, particularly those who have
had previous military training or who
possess special educational attain
ments, are being sought to present
applications for appointment to the
officers' reserve corps. Young men
are wanted especially for lieutenants
in the line.

Appointment to the officers' re
serve corps are made by the presi
dent following prescribed examina
tions.
Applicants must lie citizens of the
Cniled Stales and must be at least
21 years of ngc. None will be ap
pointed to runic or second lieutenant
who has passed the age of H2; to be
hrst lieutenant who is past :i(i; to
be ciiplain who is past 40; or to be
major who is past 45.
Ihese age limits do not apply, how
ever to appointments of officers of
the (uartcrniaster, -engineer, ord
nance, signal, judge advocate, and
medical sections of the reserve corps.
"J he war department todiiv has
special need for line officers in the
urado of first mid second lieutenants
for infantry, cavali-y, field artillery
and coast artillery," reads the wes
tern department's circular.
