RUNNING GERMANY mid tin Germans have a first class con tempt for tin United States, which they have taken little pains to conceal. Because this nation has not prosti tuted its energies for militarism, and we have no large standing army, we are defied, insulted and bullied, and war with America regarded almost as much of a joke in Berlin as war with Belgium. The joke is on Berlin or will be when the knell ceases ringing. Will's are won not only by armies and navies, but by brains, money and men, and there is no dearth of any of the three in the great republic. It is American brains working through American in ventions that make the tremendous destructive efficiency of war today. The aeroplane, the submarine, the torpedo, the chaser, the telegraph and telephone, the machine guns and the high explosives originated with Americans. American engineers, American crews and American or ganizations are, playing no small part with the advancing, allies. As to American money, Comptroller Williams asserts that the assets of our national banks ag gregate over sixteen billion dollars, exceeding over $"),()()(),()()() the combined resources of the Bank of England, the Bank of France, the Bank of Italy, the Bank of Spain, the Bank of Norway, the Bank of Sweden, the Swiss Na tional Jiank, the National Bank of Denmark, the Bank of Japan and tint Keichsbank of Germany. The gold in the United States treasury exceeds that of all the rest of the world over three billions in bullion. There is no dearth of patriotism. no dearth of men. A population exceeding 1()0,000,000 can turn out ten millions for army and navy if needed. , Any nation, at war with nearly all the world, which purposely and deliberately adds the United States to its list of warring enemies is simply running amuck, crazed by the lust for slaughter. A BILLION FOR FRANCE. TILE NEW YORK WOULD suggests that the most practical participation of the United States in the war against Germany would be a contribution of one billion dol lars to the republic of France. This gift would be in recog nition of the battle for democracy that France has so gal lantly fought as well as a grateful appreciation of the arms and money supplied the United States during the Avar of the American revolution. As war expenses go nowadays, a billion dollars does not go far and that amount could easily be spent without any thing of note having been accomplished and the way to make the money go farthest is to supply tho deficiencies of the allies. The World says: '.Mon talk glibly about sending an nrmv of 500,000 men or 1,000,000 men to Muropo without tho faintest realization of the military folly of such. an undertaking. If wo tried It wo should bo helping Germany, not tho Al lies. There are not ships enough available to transport oven the minimum force that theso enthusiasts name, or landed in France. Whilo we were sending troops wo should be starving the French and lliitlsli, and thorehy aiding tho work of the German sub marines. Wo should bo doing for German Frigbtfulness what it has not boon ablo to do lor itself. Wo cannot send an army to Franco except a comparatively small force of regulars who should bo sent thero for senti mental reasons; but we can provide tho money, tho credit, tho food and Hie supplies that are vital to the armies of the Allies, and we can employ tho last ounce of our naval power In keeping tho ocean thoroughfares open to tho ships that feed and equip the forces in the trenches. France needs our help, and tho help that Franco needs most of all is financial. No oth er $1,000,000,000 which tho United States government could expend as a belligerent would produce such military results as tho outright girt of this money to the French people. No other $ 1,000,000,000 would go so far toward eliding Hie war and establishing poaco in ICuropo. Coroner EXPECT BREAK El TO FOLLOW NEXT WASHINGTON, April X Wheth er llie Gemuin government will permit publication in Germany of President Wilson's address was a question of great interest today at tlie state de- ourtment. The sharp line drawn by the president in his uddress between the (jertnnn people and the autocracy which rules them is regarded us pro viding additional fuel for the unrest in Germany which 1ms been recogniz ed even by Chancellor Von l'ctlimann lloilweg.' The sharp focusing of attention I'otighout the world by the presi dent's address on the present autoc racy f Germany is expected lo make somo curtailment of that niilocritcy essential as a pence preliminary.. The British anil French even before the terrible devastation of northern France, have many times, even in high quarters, demanded actual apitnl punishment for a few lending statesmen ill Germany to whom the wnr is attributed. The attitude of tlie United States toward those of ficials while not so bitter will nev- erlheless tend lo increase that fooling-. 11 is very probable, therefore, Hint u ;i:r.cri:! connition of peacev will be eirc very decided action towards the attlocrncv. While the Austrian, Bnlgnrinn nnd Turkish situation remains just as it was for tlie present so far as this ouiilvy is concerned it is probable that Germany will force those nations to her side. Austria, deeply nffect- ed by freedom in Russia, nnd fearful of a break with this country, Hul- urin, already satisfied with her war results and anxious for peace with out disaster; Turkey overrun from four sides through her richest tern- lories by Eussinn nnd British troops all are Known to be ready for peace negotiations on very reasonable terms. Germany, however, has built up during the war a domination in those countries which may not "be broken. Mrs. B. D. Farwcll of Yreka, Cal., Is spending a few days in the city visiting friends. !
