A BELATED explanation
neutrality bill in which

been issued by Senator Harry Lane one of the twelve
senators whose actions in thwarting the president have re
ceived the high praise from the German press.
Senator Lane declares that he was not filibustering
and that while talking the bill to death, he was ready to
vote upon it. In his speech made in the senate, he opposed
the main provision of tho bill, authorizing the president
to arm ships. le opposed the defense of American rights,
declared that the United States should bow to the kaiser's
edict by forfeiting our neutral rights and keeping out of
the Darrea zone aria should inly resist uerman aggres
sion if our own soil was invaded. The quote him:
"I don't think we have any neutral right to load ships with ammuni
tion with which to kill Germuns and then go inside the war zone Ger
many has marked out.
Senator Lane now declares that his opposition was due
to the terms specified in the bond sale and the draft
clause of the army bill and on the proposal that the govern
ment arm the ships, and virtually admits that he would
have voted against the measure.
These excuses and explanations are puerile. The draft
clause has always existed, and was utilized during the civil
war. The bond provisions contain nothing unusual and
the government is the sole possessor of guns needed and is
the only source from which gunners can be supplied, and
government control meant their use for defensive purposes
only.
The armed neutrality bill placed war powers in the
president's hands, where they have always been placed at
the approach of war by congress. The intentions and pur
poses of the bill were clear. Mr. Lane's real objection was
to the defense of American rights at sea, in the face of
Germany's threat and his stand and his explanation both
favor an abject surrender of American rights at German
dictation. He opposed the taking of war measures to meet
war measures already taken by Germany, just as he op
posed breaking off diplomatic relations with Germany up
on the resumption of submarine warfare.
Out of sympathy with American ideals and out of touch
with the sturdy Americanism of Orcgonians Senator Lane
should resign. His explanations only intensify the con
viction of his unfitness. In the national emergency, he
has been tried and found wanting.
A PATRIOTIC DUTY.
STOCKS of food supplies arc short all over the world.
They will continue short during the coming year.
Prices are high and will go higher because of the laws of
supply and demand and because of the great quantity of
gold in America and the abounding prosperity.
. If the United States enters the war, as seems now un
avoidable, its great part will be financing, munitioning
and feeding the entente allies. Our small army is only
available for defense and our navy will be employed in
protecting our coasts and convoying supply ships. It will
be many months before troops can be trained to assist on
the European battlefields, even if their presence was de
sired. It becomes the patriotic duty, therefore, of everyone
to assist in increasing the supply of food products. Good
prices are guaranteed, which in itself, will make the ef
fort remunerative. Every vacant city lot should be util
ized and every tract of land available should be planted.
The season is abnormally late. There is every indica
tion of spring rains sufficient to mature grain and other
crops. Thousands of acres of unused laud can be profit
ably made use of and utilization will help solve the in
creasingly difficult problem of the high cost of living.
Every family in Jackson county should have their fam
ily garden, grow their own potatoes and other products,
keep their own little flock of chickens, and those outside
the cities raise their own pigs.

The county court and Iload Super
visor Garrett, of the Applegate dis
trict, co-operating with whom will be
the'road committee of the Mineral
Development League, aro ready to
start the work of Improvement on the
Blue Ledge highway, the opinion pre
vailing that sections of the road may
be more easily worked while the dirt
is moist than when it is dry and hard.
There Is $6000 to expend In. that
work. This money Is not available
from the county at this time, .but
the Jackson County bank has offered
to finance tho project and take tho
county warrants when they may he
had.
Wilien the auto truck contractor
was here a few days ago, he refused
to consider an offer to haul ore from
the mines to the railroad during the
present condition of the road. When
the road Is fit for the auto truck traf
fic he will make a proposition to the
mining company, if the deitl Is still
open, to take care of the ore on tho
dump In Its shipment to the smelter.
Tho Miners) May Help.
A proposition will bo made to Sup
erintendent Carnahan of the Blue
Ledge mine to co-operate by expend
ing a sum equal to that spent by the
district and county, since that insti
tution will he the principal benefic
iary of the improvement, and the
meeting of public expenditures half
way will be an earnest of the mining
company's Intentions. The work,
however, will not be dependent on Mr.
Carnnhan's compliance with this re
quest. If the mountain will not come
to Mahomet, then Mahomet will have
to go to the mountain. There are
other mines in that district to be
worked, hut lack of capital makes it
necessary to provide every possible
convenience for their operation be
fore their owner3 can undertake ship
ment of ore. The road is passable
now only for half a load. With the
proposed work completed, the ship
ment of ore will be limited only to the
number of trucks obtainable for the
purpose. , .' '' . ;
Community Day Plans,
The league committee on Commun
ity Day program will complete Its in
itial work In a few days, when the
plans will he announced. Whether
or not a day will be devoted to road
work, undor the supervision of the
road supervisor, the county road en
gineer and the committee, has not
yet been determined. The plan Is
popular, should weather conditions
bo favorable; otherwise, that feature
of community day may be abandoned.
Tho farmers, whose spring work has
been delayed by storm conditions,
will be unusually busy about the time
tho league will hold Its big day. Few
er, therefore, could be Induced to
drop their belated crop preparations,
even for that occasion.

SUPPORT TO PRESIDENT
NEW YORK, March 2. Led by
more than forty patriotic and civic
organizations and college students, a
crowd that filled Madison Square
Garden last night enthusiastically
pledged Itself to the support of Presi
dent Wilson and urged that there be
no more delay upon the part of the
United States In entering the Euro
pean war against Germany.
When Mr. Root, opening the meet
ing, declared the time had come for
the country to act. Irrespective of
parties o' partisanship, the great
crowd :arbse cheering and waving
small American flags. This demon
stration was repeated time and again
and it was with difficulty that Mr.
Root and the other speakers made
themselves heard. . ,
Thousands of voices joined in sing
ing the Star Spangled Banner.
Theodore Roosevelt sent a letter In
which he urged "Instant and effec
tive action" against Germany. After
enumerating numerous "overt acts of
war," against this country, the for
mer president said:
