LEGISLATIVE
ALMOST every industry in Orej-oii is attacked in some
form or other liv lulls introduced in the legislature
I iy solons entirely unfamiliar with the subjects they are
displaying a mania for regulal iiiLc. The result is that busi
ness men from all parts of the state are forced to flock to
Salem to protect legitimate interests or maintain a lobby to
work against fool laws.
Such measures may lit; fathered by peanut polities, be
bastard offspring of petty spiff, or for the sinister purpose
of "frying the fat." Many probably serve their intended
design by enabling the legislator to emerge from obscur
ity and strut in the limelight for a few fleeting moments.
Jut the evil they do lives on to make every session a pub
lic dread and drive enterprise, and industry from Oregon.
A sample of the regulation offered railroads is con
tained in a bill just int roduced by Ueprescntative Sweeney
of Josephine (II. 1. 2(.)"), which compels railroads operat
ing yards or terminals in cities where ears are switched
and transferred across public crossings to operate with a
minimum switch crew of six men, composed of not less
than one engineer, a fireman, a foreman and three helpers.
Nearly all the branch and small railroads of Oregon are
operated at a loss, as it is. AVhat kind of a penalty is this
to foifce upon themf The Jacksonville railroad has oper
ated for twenty years with a crew of two men, and no acci
dents. What would the other four be doing Is this the
way to encourage railroad building the state's greatest
need f This, however, is only one of many restrictive
measures tending to hamper industry.
Lut the legislature is not confining its efforts to regu
lat ing industry humanity itself is to be forcibly purified.
Ji ills are penning to make it a crime to take a drink in
one's own home, to buy patent medicines, to smoke a cig
arette, to go to a baseball game or movie show on Sunday.
And for those who cannot sprout angel's wings, the legis
lature has kindly provided sterilization.
A DEMOCRAT DEFINED
ADKFJXITIOX of a democrat that is worth repeating
is contained in a speech delivered in congress the
other day by David Lewis of Maryland, father of the par
eels post iaw and one of the best exponents of the gospel
he preaches to be found in congress. At 121, Lewis was a
coal miner, who could neither read nor write, i I is defini
tion follows:
"J'yron, the pod, said: 'Democracy the devil was the
first democrat,' while enthusiastic devotees have declared
that the first democrat was the Carpenter of Nazareth.
Now, we democrats belong somewhere between these ex
tremes. "Where is it'.' Herbert Spencer declared democ
racy to be the 'ultimate social truth.'
"The truth is, my friends, democracy is difficult to
define, because it is not a dogma nor a doctrine susceptible
of formal statement. It may be belter described as that
great movement in history which has had for its object the
elevation of the common man.
"It is a world aspiration: not a ritualistic, profession.
but a cardinal sympathy whose formulas change from age
to age.. J Is ruling thought,
sav, the elevation of the common man. It seeks the tem-
poral salvation of the plain
spiritual salvation ol us all.
"And let nie say that a democrat, indeed, may belong to
any party, may belong to any age; his cardinal character
istic is a sympathy with the common man. and if he strives
to advance the movement, active throughout the ages, for
the salvation of the plain man, then lie is a democrat, how
ever he may disguise himself by party phrases."
Tho city council followed tho course of prudence in re
jecting bids offered for city bonds, and their action will do
much to create confidence in the new administration. We
are sure their action meets the approval of the people, de
spire the desire to speed up the program of refinancing.
