AVliile we are boasting of our aid to liclgium, Great
Britain has been giving r.iK)0,OUO a month, France $4,000,
000 a mouth, and in addition the .British people, including
the colonics, have been subscribing ij'liOO.OtK) each month.
America, profiting most by the war, the richest nation
of them all, makes a sorry contrast with Great J'ritain
and France, fighting for their own existence and piling up
enormous debts, and also fighting fur the restoration of
Belgium, contributing more each month to Belgian relief
than the United (States has in the entire twenty-nine
months of war.
According to Mr. Hoover, in charge of American relief
work in Belgium, l,'jr0,000 Belgian children must be kept
just inside the starvation point in order that the food sup
ply, insufficient for till, may go around. He tells the story
of conditions as follows:
Mr. Hoover, accompanied by Dr. W. It. Kellogg, went to Belgium
durlu.': tho last Tew weeks and saw 12110 of these children standing in line
lu a district near llrussels waiting for their food to bo doled out to them.
They were all school children, none of them being much over 14 years. All
of them were happy-, the poor little things hud their food tickets In their
hands und were raring the pleasant prospect of getting something to eat.
Their mothers and others of the women relatives wero standing by watch
ing them.
"Suddenly Mr. Hoover saw one of the ilnlglan women who nre working
with tho commission step over to tho line and drag a child out of it. The
child screamed anil fought to get back Into line, but the woman kindly, but
firmly forced It to one side. This was lollowed by other women doing the
same thing, which was utwnvs accompanied bv the screaming protests of the
child.
"Puzzled by these extraordinary Incidents, Mr. Hoover went to one of
the women workers u: I asked why the children were taken from the line.
" 'They are of noriiuil weight.' sho said, 'and cannot have a meal today.
They must wait until Iholr weight Is reduced before they may have food
this may be one or. perhaps, two or three days. Only those, who are under
weight and are facing starvation may have food. There Is so little food
that only those who need it most may have it.'
"Mr. Hoover was astounded and overcome, and asked tho woman If It
was possible that the children must really be starving before they could
be allowed to hare a meal.
"'Yes, that Is so,' she said, sadly. 'We cannot feed so many little
mouths with so little. If we only had the food we would give It to them
but what can we do? If America would only send it to us we would see
that all the little children, had at least enough to keep them at normal
weight. As It Is now. wo are powerless, and those who do not show signs
of starvation must stand aside for the less fortuuotu ones.' "
It costs between 10.000,000 and $1 l.(KJO,000 a month to
feed the 10,000.000 men, women and children of Belgium
and that part of France now occupied hv the Germans.
Lack of funds has reduced the diet of :!,000,000 of these
sufferers to a hunk of bread and a bowl of broth each day.
An additional meal of one buiscuit made with lard or fat
would prevent physical degeneration.

Potatoes are so scarce that this
