PROGRESS ALL LAND owners ol the (lold llill-J';ots Creek section have voted favorably upon the creation of an irrigation dis trict to water the land in the northern section of the val ley. .Laud owners of the Ashland-Talent section have al ready created such a district and are busy with plans for placing water upon the southern end of the valley. The creation of another district to include land in both Jackson and Josephine counties is underway and will soon be voted upon, with every prospect of its success. .Meanwhile the large acreage in the center of the valley is marking time, having rejected at the. instance of large land owners, the district proposed, who have as yet, sub mitted no alternative proposition for irrigatintr the vallev. This region is the riches! in in acreage of any and during more each year 111 dimuiisliud yield than the total cost of ir rigation and apparently the large land owners are willing to continue the loss indefinitely, although it bankrupts the small land owner. The secton supposed lo be the most progressive is prov ing itself the most unprugrcssive in the valley. It will soon be siiirouiided by irrigated belts, which with fewer natural advantages, will exceed it in crop production. Meanwhile we will mark time through another dry year for that is the outlook for li)17, in which only surface moisture has so far fallen with over half of the rainy season gone and a third of the normal precipitation and a water table lowered to the greatest depth recorded by past sea sons of drouth. Al SURS CAST IN ALLIES REPLY IIKKLIN, Jan. 12, via london, Jan. 13. -The German press, although ex pressing indignation ut what it con siders slurs on tho central powers In tho reply or the entente to President Wilson and although angered at the pence conditions, rinds consolation In the heller that tho note will serve to weld together all classes Into an un conquerable and determined whole. Papers like tho Tageblatt and the Lokal Anzelgcr emphasize this ex pected erfect of the allies' reply and almost Ignore tho second German note, which was published simultan eously. The pan-German press on tho other hand, gives the German communication the greatest impor tance and hails It as a sign that the leaders of the central powers are fi nally coining around lo their view in regard to lielgluiu and other loot questions. The entente's delineation or Its alms is accepted In general with relief as filially eliminating all guess work and allowing everyone to see Just what is at stake. The extrava gance, of theso alms, according to the Lokal Anzeiger, binds central Europe a thousand times together. The Tageblatt thinks that the note, In stead or being a heavy blow Tor Ger many, as predicted, really makes things easier because it will serve to arrange all differences of opinion, in one stroke uniting such opposites as the socialists with the moderates, who favor a business pence and with the annexationists, who Insist upon tho totul detent ot the enemy. "The enemy's demands," continues the Tageblatt, "are roolish and senso less and no Gorman could consider thorn for a second." Tho Tageblatt sarcastically touches on tho allies' declaration that they have no Intention or destroying the German people nnd says that, in tact, the entente does, not demand that every German be- drowned or other wise obliterated."
