To bond the city for a million dollars to refund prop
erly owners alon;' paved streets for individual obligations
incurred without the city's receiving any benefit there
from certainly makes the city the vassal and slave of the
individual, puts 1 lie city in bondage for thirty years, binds,
ties, fastens and shackles its development. liiortaes its
future with a deatli rip.
t r 1 I' i i J i 1 II l 1 ,

aiiiay.iii!' development, seemed at ihe time to iustifv. tin
city went heavily into debt. Had the worldwide depres
sion not followed and checked the city's rowlh, these ex
penditures would probably have been justified.
ii t a loon.-.!! coiiiniuiin v T liar win not learn ironi mis
takes of the past. I'ccause the city has frolic too heavily
in deb; in the past is no excuse for plunging still more
heavily at present in order to afford a unest ionable fin
ancial relief to a port ion of the propcrtv owners bv refund
ing' their cash expenditures with unsaleable warrants.
There is this about the indebtedness floated in the past
the city received the benefit; of the expenditures. The
water system is a paying investment. The storm and trunk
sewers were pumic necessities, uiner liideiitcdncss repre
sents needed improvements. Tim Medynski bonding pro
posal means nothing in the wav ol development, but is do
signed as a relief to those hard up, those who have been
caught hy llieir greed in speculation and those who art
well-to-do, but seek to shove their personal obligations
onto 1 lie community.
We cannot, build up a city by exhausting its credit for
the benefit of individuals. AVe cannot attract industry
and population by high taxes anil bankruptcy.
ccssful business man is needed for the job. Those who
believe in business ujelhods should vote for Mr. (iates.
Those who believe in frenzied finance, for .Mr. Medynski.
There is no excuse for anyone voting for a candidate with
no convictions upon this vital subject, or who, if he has
hem, dares not express 1 hem.
STATE POULTRY
NOT COMPETITIVE MEASURES
Tlll'l Medynski plan pretends to remedy only one of the
city's financial troubles the pavinir assessments. Jt
leaves the other indclitedncss untangled.
The Hanson plan is not a competitive measure with the
Medynski plan in any sense. It is a comprehensive plan
to care for the city's entire indebtedness and presents a
carefully prepared schedule of settling all the city's in
debtedness so as not to work hardship upon any one.
An issue of -1 "),()()() refunding bonds falls due April 1.
1917, with only TM-I,1:U in the sinking fund to meet it. The
.Medynski plan provides no way to meet this K0,()(X). An
other issue of bonds to meet it, will be unsaleable; the city
must default, its credit be ruined and, baukruptcv be
forced.
An issue of $-"." city hall and general improvement:
boiids falls due February 1, 1t)lS. with uothing in the sink
ing fund to meet it. from I hence on through the next
twenty years, other issues of bonds fall due, with nothing
in the sinking funds. The Medvnski plan provides no wav
of meet iii"; this indebtedness. AVith the citv's credit al
ready exhausted bv the huge bond and warrant, issue it
cnlarls, there will be no wav of nice! intr ohliirat ions.
The Hanson plan takes care of alt of this outstanding
indebtedness, maintains the city's credit and keeps down
taxation to a reasonable basis. 'There ought not to be a
shadow of doubt in the mind of anvone who has given the
subject thought as to relative merits of the two plans, for
the Medynski plan does not in any way solve the city's!
hnanciaj troubles it niull iplies t hem.
