It means coiiTisi-al ion hy taxation. It is ineiiiilahle
and unjust, as well as unsound.
It means the driving away ol' enterprise and capital and
will heiKfl'it no one save the owner of vacant lots on im
proved streets. It penalizes holders ol' land ol? paved
streets who must pay Tor pavements and are barred from
securing paving in front of their own iroerty.
It is illogical and impractical and spells community
bankruptcy. The bonds, if issued, would be unsaleable.
Improvement assessments would be invalidated and the
black fog of repiidittt ion contribute the final spikes to Med
ford's coffin.
The city's present bonded indebtedness is T :.()( 10 on
ii valuation of $-l,l()0,tK0. The outstanding public im
provement, indebtedness, secured by lien upon property,
is approximately .frjfiO.Ollt). The total debt, both general
find improvement:, is approximately 1.07:', "00.
The Medynski plan contemplates the issuance of gen
eral bonds to lake up the ", .m.OOO improvement bonds and
refund by warrants the .TnUJOO already paid by property
owners on improvement bonds, and approximately another
.f 1U( 1,000 interest: paid on the improvement bonds a total
bond and warrant issue of
total indebtedness to

Assuming that the assessed valuation of the city re
mains the same 4,000,(100 mid the state, county' and
school levies remain the same 2(i mills, and the city levy
for operating expenses remains as at present 10 mills, the
tax lew under the two plans for 1917 would be for each

The excess tax per flOO of value in twenty-one years, if
the .Medynski plan were adopted, over the tax if the Han
son plan were adopted, would be ;U.87 mills annually, or
nearly I per cent on the valuation, which would make, with
the fixed operation, school, state and county levy, a total
tax of nearly S per cent on the value of property.
With such a tax. who would invest in .Med ford prop
erty.' I low many owners could afford to hold what, they
have? Not even Hie depreciated city warrants received in
exchange for cash payments already made would offset the
tremendous drain of taxation on unsaleable proper! v.
The .Hanson plan provides an holiest, fair, equitable
sef t lenient of financial difficulties.
The Medynski plan means financial suicide.
