offices for a little free advertising of his "skill" bun is
not at all scrupulous as to how this 'skill' was displayed.

The sportsmen of .Ashland,
the. sportsmen ot .Medlord, have organized a ' iish and
game protective association" for the laudable purpose of
closing the l'ogue river to commercial fishing, thus de
priving several hundred people of the lower river of live
lihood. Hut they are not satisfied with closing the, river
save for rod and line fishing, even though they use
heavy tackle, spoons and salmon eggs for baits, 'lliey want
to legalize their skill, as shown by the unanimous adoption
of the following resolution for the protection of fish:

Is it. any wonder fish are not as plentiful as in days of
yore in Hogue river, since the advent of the auto, which is
estimated to have increased the slaughter of all game in
a ''()() per cent, ratio, when our sportsmen are animated by
such a fair and generous spirit?
JUDGE M'GINN RETIRES
U NI VKRKAL regret is felt, throughout Oregon over the
voluntary retirement of Henry K. Mct'inn as judge
of the Uultnoniah circuit court. Judge McOinn is a firm
believer in the somewhat startling theory that courts exist
to administer just ice, that common sense outweighs prece
dent and that humanity is above technicality.
Of course, .Judge Mctiinn wounded the tender suscep
tibilities of lawyers and jurists, and shocked them ini
nieasiireably when he refused to be bound by red tape and
musty formula, but the public got a square deal in his
court. Impulsive and impetuous, he brushed aside techni
cality when it interfered with justice. He once said:
"I'm boIiik to smash this tbliiB of precedent every time I net a
chance and every (tine it will do any Rood. To do somethliiK just because
Komeone else has done It and to follow some other person's troll with
out reason or Justice is nonsense. Precedent has Lir.llicd throiisii our
courts and legislatures until It has lieenmn n bugbear. I'm going to put
on armor and in-e heavy artillery against It whenever 1 meet it."
Judge .McOinn did. And more, he ever tempered jus
tice with mercy. He would not complete youth's ruin by
destroying whatever there remained good in him. Nor
would lie countenance unuecessarv (leiav, conirived to
wear out litigants and force
rendered an unjust verdict
in other cases abruptly halted
.Judges liUe .Mctjiuu are all too rare. II we had a lew
more like him, and the reforms he effected put in general
practice, courts would not be growing in contempt with
the lavinen.

Do not be misled by certain statements that arc
reported to have been made regarding tho Business
Men'ts association of this city and its policy towards
the public.
The statement that the Business Men's associa
tion is organized to "fix prices" is an absolute false
hood. Out of twenty-one firms selling groceries, six
are members of the association.. Out Of nine meat
markets, one" belongs to the association. ' Our mem
bership consists of the four city banks, several physi
cians and business men in all lines of trade. For a
considerable time the city water department was a
member of the association.
The statement that the Business lien's associa
tion wants to "kill the public market"' is another
falsehood. Tlu? association went on record as favor
ing the market, by passing resolutions to that effect
shortly after the market was started. A large number
of the business men and their families are regular
patrons of the market, and without their continued
support it would be a failure.
The association stands at all times for anything
that is for the best interests of the city and county.
W'e arc organized for procuring better business
laws and methods and for protection against fake ad
vertising and professional "dead beats'.' and "won't
pays."
