Summary of Situation.
The Teutonic grip on Rumania rc
jliiains unshaken and at last reports
,vas tightening with three ponverjiinii
tt'orees contiitmni; unchecked, their
tidvnnce toward Hucharest.
Despite tenacious resistance by th
Rumanians, which appears to have
inerensed as liucharest was neared
bv the armies of Field Marshal Von
Mackcnsen and General Von Falken-
havn. the invaders are now almost
within iruushot of the capital.- Th
are nearest their objective on tin
southwest where T.omiina, sixteen
miles distant, has heen reached. From
th west they have driven to within
forty miles, reaching Cilabatxiot.ii. On
the northwest they have broken the
Rumanian lines, permitting: of a new
influx of Austro-German troops by
way of Torzbnrg Pass and Cum
pulun. The Russians meanwhile have been
titlm-king heavily all iiliing the fron
licr of Moldavia, the Rumanian prov
ince which projects northward be
tween Transylvania and Bessarabia,
in an evident attempt to create a di
version in Rumania's favor. Today
Pctrogrnil reports a pronounced suc
cess in this offensive, ileelii rin-r the
whole rnnRC of heights aflonjr the
frontier south of Kirklibaba has been
taken by the Russians.
Whether this success will have nnv.
immediate effect on the operation of
the Teutonic armies encased in the
main attack on the Rumanians has
not yet been indicated. Apparently
it would require a considerable pene
tration of Transylvnninn territory by
the 'Russians to affect the southern
campaign.
Grecian Crisis.
Greece today is in the midsl of
what seems likely to nrove her great
est ci-isis. The entente ultimatum
unedr which, nosesslon of Greek
amis and munitions were demanded
has expired and King Constantino
is reported to have detiiutely re
fused compliance with the demands.
On the other band Adniral IluFonr
net. commander of the allied naval
forces in Greek waters, has indicat
ed that be will take radical measure
to enforce the demands, burin; troops
in readiness for debarkation at 1 l

to instructions received by them from
abroad.
The announcement was contained
in the following statement:
Wo have been instructed by the

Due to I". S. l'rotest.
Wo have accordingly expressed to
those institutions and investors,
which bad already placed orders with
us for these securities the wish lo be
released from the obligations to de
liver and they have been good enough
to accede.
"This action is because, as ex
plained by the Diitish chancellor of
tbo exchequer and by the French
minister of finance- these govern
ments desire to show every regard to
the federal reserve board, a govern
mental body of which the secretary
of the treasury and the comptroller
of currency are ex-officio members,
Were of Short Slatlility.
"We limy add that sale in limited
amount of these treasury bills pay
able ia dollars in New York have
never been an essential part of the
allied government's financial plans.
lint linve for some time been under
consideration with a view to furnish:
ing a credit medium that would ac
comodate the American banking de
mands for an instrument of short ma
turity and of such limited volume
that the goveranient could always
undertake to lay down gold in New-
York sufficient to meet the matured
bills.
' It was believed further that these
bills would have furnished at the end
of the war an excellent measure of
protection to the American financial
situation. Inasmuch as these steadily
maturing obligations of the foreign
-rnverninonls would have tended to
heavy drafts of sold from
this market.
An informal statement was made
bv a member of the Morgan company
that no other financial plans have
heen formulated In place of the ones
abandoned.
