recovered their composure and got
down to business. There was a ca
pacity house, every other scat beinjs
filled. Recorder Gillette submitted
comprehensive schedules of all the
city's financial activities, incorpor
ating conditions of the several funds,
municipal indebtedness, etc?., and cop
ies of these were strewn about as
plentiful as librettos nt u fiiaud op
era M-rl'ornuinee. Moreover, the ren
dition was in English.
Two initial propositions were
squelched on the spot. One was from
tin; Commercial club, pot il iuiiin:' the
city council tn invest in illumination
material to the extent of about .1200

i occasions, the equipment to include
wire, globes and accessories. The
other was a request for a 1-mill levy
in behnlf of the band organization.
Inasmuch as the meeting was n
special one, called to discuss the
matter of revenues mid apportion
ments only, these petitions were dis
missed for the present, privilege for
further consideration to be granted
later. Most of the estimates as form
ulated in the tentative budget were
passed without, debate. The police
department estimates were reduced.
Some of the councilnicn expressed a
willingness to. serve without pay, but
the compensation was retained as
heretofore, $100 per year for the
mayor and $7.r for each of the ooim
cilmen. The city treasurer's salary remains
at $2-10, and city attorney $600. An
attempt was made to clip the city
engineer's pay to $(100,' but it failed,
and he will get $000 per year as
heretofore. The most discussion was
over electric light and park depart
ments. The parks were granted 2
mills, the equivalent of $."200, but
this amount does not provide for
paving, light and irrigation contin
gencies. . ;.,
, For .maintenance of mineral springs
physical plant a half-mill was allow
ed, netting about $12."i0. Also a half
mill in behalf of publicity, Chautau
qua park and hand In share in this
levy according to future develop
ments. Klectric light complications came
in for an airing, and Manager Strick
land W'as. catechised in succession-by
Messrs. Enders, Hocho rind l'hipps,
taxiKiyers, who .wished infonnation
on the status of his particular de
partment, the clergy also taking n
hand in the person of Hev. II. A. Car-
nahan, who praised the meter sys
tem. Strickland reported that me
ters were being installed as fast as
funds were available for the specific
purpose.
It seems that revenues from volt
age on the flat rates are being con
siderably reduced by stealage, meas
ures for the prevention of which are
also being considered. In this con
nection Councilman Lamb waxed
eloquent over the electric light sys
tem as a result of the radical ques
tioning to which the department was
subjected. Final figures in this con-J
nectiou went over for continuation,
the street-lighting features adding to
the problem of balances, resources
and liabilities.
Street, library and fire department
estimates were passed without modi
fication to any great extent. Inter
est on bonds require the greatest in
dividual levy, requirements footing
up about $20,000. The total levy as
revised will approximate 2.1 mills for
municipal purposes, instead of 24.8
as originally made.
The matter of transfers in various
funds was discussed nt length, the
recorder-affording ready infonnation
concerning details. Opinion was di
vided as to merits of the practice,
some contending that the several
funds should be made irreducible as
far as transfer is concerned, nnd that
balances be placed at higher rates of
interest.
A condensed schedule of the eitv
indebtedness was submitted. Of
bonds payable bv direct taxation the
respective issue of electric light, wn
tcrt fire protection, paving intersec
tion, sewer, septic tank and auxiliary
water obligations, aggregate $2.10,
000, less nearly $2.i,000 cash on
hand. Bancroft bonds including pav
ing, sewer, eutb nnd antler, and side
walk, represent $!."i(),(ilO, with over
$1.'!,000 cash on hand. These are the
figures up to November , 1010.
Tile budget meeting afforded a full
and fair discussion of all the issues
involved in the annual levy. Quito a
number of taxpayers took part, 'the
council affording every opportunity
to expedite and invite investigation.
Incident to the talkfest, Mayor John
son abdicated the throne several
times in order to elucidate n particu
lar point, in the meantime Council
man Ashcraft assuming the regency
by right of succession.

Mr. and Mrs. Frank Stlnson and
small son have moved into the house
at the power plant formerly occupied
by Mr. Lower's family. Mr. Stlnson
has taken Mr. Irwin's place and Mr
Irwin Is now superintendent of the
plant.
Pat Walker went to the Houston
ranch below Trail Thursday to buy
apples and returned Friday.
Paul Peyton spent Sunday at home.
Mr. Kelly and daughter, Mrs. Shan
non, went up to their trap line above
