WASHINGTON, .Nov 28. That
railway regulation by the government
commission will not regulate lu the
conclusion reached by Senator Moaes
E. Clapp, after years 0 effort in the
Interest of this kind of remedy for
railway evils. Government owner
ship he now believes, is the only an
swer. "It Was twenty-six years ago," said
the senator to me, "that 1 began the
study of this problem and luring
these twenty-six years, I have had a
lot to do in one way and another with
t( matter. Finally 1 have concluded
mat nil attempts at regulation are
futile and that tho only possible an
swer Is government ownership.
The greater cannot bo controlled
by the lesser. No commission is as
strong as the combined power of tho
railroads. No matter how high
minded the coinmissln may be, and I
admit that they tfte generally a very
fine class of men they are only human
and sooner or later the more power
ful controls the less powerful. There
is Just one answer and that is the
transfer of tho ownership from pri
vate hands to representatives of the
people.
No Middle Ground.
This sentiment was voiced also by
Newlands commission by Benjamin C.
March executive secretary of the com-
mlttee or real preparedness, Mr.
jUueh quoted Professor Richard T.
Ely, who, ho said, stated thirty years
aK0- -.. "The railways must become
still more completely our master or
they must be reduced to complete
submission to us as their masters
there is no middle ground; we are
dealing with the problem of economic
liberty."
Speaking of the demands of the
railroad presidents for more credit
and capital, Mr. March replied, "The
whole history of the rallroadH shows
that they have been pampered out
rageously by tho government. What
they want Is more of what they have
always sought and have received in
the past a large enough subsidy out
of tho earnings of the workers of the
country to enable them to get divi
dends on watered stock on values
they have not created.

DlBtrict Yes," or "Irrigation Dis

There will also be elected at said
election one Director In nnd for each
of the said Divisions of said Irrlga
Hon District, and also a Treasurer of
said proposed Irrigation District, who
shall, in case the legal electors In and

shall vote in favor of organizing the

are elected and qualified.
The name of said proposed Irriga
tion District Is "High-Line Irrigation
District."
