A definite policy of state colonization is recommended, to help bring about the selection of colon ists who would be effective agents in the creation of the right kind of agriculture, safeguard the rights of the col onists, scrutinize their soil and water supply and protect honest, selling agencies from competition with dishonest speculators. . To sonic extent .those twin evils of speculation and in flation are responsible for retarding the development of Oregon as well as California. They are largely respon sible for the era of depression we have disenjoyed in the Rogue River valley. Too many people have paid too Iul'1. a price for land. Too much laud is held idle by speculat ors. There are too many jarije tracts Ihat ought to be subdi itletl and peopled, lo make the best use of soil, cli niale and water, to create properous communities. Iri'iu'ation will do more to correct our local evils and develop the country than anyone thing. It will force the subdivision of large tracts. It will force the use of idle land. It will increase the vahie of land by making it more productive anil establish a market for land based upon its increased productivity. Should they all perfect organiza tion and thereby place the land under water, the future prosperity of the valley is assured. Their failure means retarded development.
