POOR LOSERS
MO.YAhTllX ;iiil potciitait's of the world lmvc Hooded
President Wilson with eoni';itnl;i1ioiis over his re

done the same hut not Chillies Kvnn Hughes, who has
jtroved an exeeeflinlv poor loser. 1 he defeated eaudi
date s eliiirlishness has astonished the count rv hut it is
in keeping with the caniiiaif-n he made.
.Majority rule is the hasis of democracy, and it. is tho
part of good citizenship to cheerfully acquiesce in election
results. I lit; day tollownitf election it was apparent that
the people had ajjain chosen Woodrow Wilson. Congratu
lations from .Mr. 1 1 nt ln-s would have been a gracious act
itnd would not have affected the official count in any way
and would not have altered the result.
f Ml 1 ... . .1 -I .

California, although all California newspapers and (iov

practiced in Los Angeles and Alameda counties, where tin
Ante was held hack to provide necessary majorities

J -Jell were counted out for governorwould be repeated.
T:i 1D12 the same tactics were resorted to in counting
out W ils'ui electors. .Returns from fifty precincts had not
been deposited witu the county clerk more than twenty
four hours after the polls closed, as the law requires,. Tu

essential to the election, olS Wilson, further proceeding's

.1 he same conditions existed this vear. aliot boxes
Were held up and tampered with but as soon as federal
officers took possession of the ballot boxes the 'republican
Mate committee threw up its hands and conceded the state
to Wilson.
J t must be the forlorn hope that by some such chicanery
as practiced m the past ilson will Ik; counted out that
makes the republican national committee refuse to concede
anything. Chairman Willcox sulkiuslv asserts that when
the result is accepted in California "other close states inav

RETARDING DEVELOPMENT
'TVIII' development of California is declared to be held
back by inflated land values, speculators and land
sharks, in an exhaustive report made to the Common
wealth club of iSiin Francisco by a co-operative committee
consisting of Fl wood Mead, a 'member of the Statt; Col
onization Investigation commission. Frank Adams and
J). M. .Morgan, based upon evidence accumulated by the
slate commission in many hearings. The state is menaced
by non-resident owners and tenant farmers.
The committee reports that lilt) men own over four mil
lion acres of the most productive, land, and that one rail
road owns five million acres. Colonization has not fol
lowed any definite policy, but has been by speculators, not
to develop agriculture, but to exploit their victims, result
ing in inflation of values and misery for the colonists.
Swindlers have reaped fortunes selling and reselling at
exhorbitant figures worthless land.
The result has been the permanent, injury of the slate
and the people. A definite policy of state colonization is
recommended, to help bring about the selection of colon
ists who would be effective agents in the creation of the
right kind of agriculture, safeguard the rights of the col
onists, scrutinize their soil and water supply and protect
honest, selling agencies from competition with dishonest
speculators. .
To sonic extent .those twin evils of speculation and in
flation are responsible for retarding the development of
Oregon as well as California. They are largely respon
sible for the era of depression we have disenjoyed in the
Rogue River valley. Too many people have paid too Iul'1.
a price for land. Too much laud is held idle by speculat
ors. There are too many jarije tracts Ihat ought to be
subdi itletl and peopled, lo make the best use of soil, cli
niale and water, to create properous communities.
Iri'iu'ation will do more to correct our local evils and
develop the country than anyone thing. It will force the
subdivision of large tracts. It will force the use of idle
land. It will increase the vahie of land by making it more
productive anil establish a market for land based upon its
increased productivity.
Five different irrigation disl ricts are in process of
formation in the valley. Should they all perfect organiza
tion and thereby place the land under water, the future
prosperity of the valley is assured. Their failure means
retarded development.
