WASHINGTON-. Nov. 18. Retalia
tory legislation to give the president
discretionary power to act against
any trade restriction by 'foregn gov
ernments is under consideration, Sec
retary Lansing said today, but Is not
on the point of being put Into effect.
Decision rests entirely .with Presi
dent Wilson himself, Mr. Lansing
said, and reports .from all other
sources are entirely untrue and un
authorized. Tho secretary added
there was no indication ot any imme
diate change.

merchantman Deutschland, were filed
In the. United States district court
here today by Foye II. Murphy, at
torney for the T. A. Scott company,
Inc., of New London, owners of the
tug. The value is given as $12,000.

licans, of Indiana, and Howard Suth
erland, republican, of West Virginia.
It is opculv charged by democrats
that ifU.OlHUMu was spent by Ihe re
publicans in Indiana and a large sum
of money by the republicans of West
Vir"inia, and that negroes were illeg
ally voted in bolh states.
There will be at least twenty-five
conlests in Ihe house of the sixly
fifth congress, which convenes in De
cember, 1017. The democrats of the
senate do not need the scnalorsliips
from Indiana, and West Virginia to
control the upper body of congress,
but they want to punish the republi
cans by a protest against the meth
ods used to curry those slates.
A democratic leader said today
that the conditions in Indiana at the
recent election were ten times worse
than those of the election of William
l.orimer of Illinois, who was excluded
from the senate because of methods
employed in his behalf. In the cases
of Watson, New and Sulheiland the
conlests may be brought just as the
one was against l.onmcr when a coin
initlee was appointed to examine wit

cratic congressional committee re
turned to the city lodny and an
nounced Umt although Ihe house is
close, the democrats have bv no

American steamer Anvil, trading be

American ports, was reported today
by Admiral t'ucrlon off San Jose del
Cabo, Lower California, leaking and
with engines disabled. The Anvil has
a number of passengers aboard. The

000, which is $400,000 less than it is
now expending and that it cannot
raise within $S83,000 of what Mr
Smith and others thought It could
raise; and intended It should raise
when drafting the bill.

Therefore, instead of- permitting
the state to spend as much as it has
spent heretofore, and 6 per cent more,
the bill, on account of being im
properly drawn, through lack of
knowledge on the part of the com
mittee drafting same, prohibits the
state from spending within 17 per
cent of what it spent last year, and
of course, will seriously embarrass
the stale or oilier municipalities
which may be caught in the same
condition.
Since the volers of the state have
expressed their desire to have the ex
penditures limited to an increase of
C pr cent. I shall seriously oppose
any act, that by subterfuge or other
wise, will thwart the will of the peo
nle expressed bv their ballols at the

partment 'today. The Kore Kiver
Shipbuilding company, Quincy, Mass.,
will construct cinht and the Union
Iron Works company, San KranciHco,
six vessels.
Contracts now have born let for 18
of the 20 vessels authorized. The
department is undecided whether the
remaining two ships will he built by
contract or at the navy yard.
The minimum price for the con
.'truction of the destroyers is rixed at
$1, 200000 each. Thoy will have a
displacement of 1,1 S5 tons, will be
310 feet in length, have ;ir knots
Fpeed and will carry a battery of
lour four-inch guns; two anti-aircraft
guns and four triple torpedo
tubes.
