Is il possible to imagine, for instance, lhat the stock
holders of a concern however large or small would dis
charge a manager who for four years had conducted it
affairs successfully, and replace him with a man whos'
only recommendation was his
that he could run the business bet.ter ! I his seems to be a
fair statement of the presidential situation.
Assuming that four years
inexperienced, so far as the
Hughes is today, the experience he has gained in the offiet

As a matter of fact, this assunipl ion is unfair to Wilson,
as lie had devoted many years to studying and writing
about national anil international questions, and at the time
of his election probably was better iiailfied for the presi
deiicv than anv man in the couutrv who had not actuallv

There is nothing in the career of Hughes as a lawyer,
governor ol .New i oru or
that marks him as a man italificd either by study, experi
ence or temperament for the character of statesmanship
which is called for at this time in conducting the affairs of
the nat ion.
The character of the campaign which Hughes is mak
ing is proof of the provincialism and pettiness of his mind.
If he were trying to be elected constable he could not
conduct his campaign upon 'a lower plane.
The great difference between Candidate Hughes and
President Wilson seems lo be that Hughes is thinking
about little things in a narrow wav while the president is
thinking about big things in a broad way.
It is 1 he difference between the politician and the
statesman.
( 'ertainly there has not been a t ime in this country since
the civil war that a statesman was more needed at the head
of things and a polit ician less needed than now.
Certainly this is not the time to experiment; to ex
change a proven man for an enigma.
It is not a coniinon-sense proposition and the people of
this country are long on common sense.

truth that cannot be denied by any one who studies the
record of the past three years with an open mind.
That Hughes realizes the impossibility of making any
kind of a case against the president on domestic issues is
clearly shown by his failure to attempt; it.
The federal reserve law, the child labor lawt the rural
credits law, the law creating the federal trade relations
commission, the law creating a tariff commission, are but
a few of the most important of scores of progressive enact
ments by which congress, under the leadership of the pres
ident, has taken the government away from the privileged
few and given it back to the people.
It is great ly to be regretted that the campaign could not
have been fought out on those issues of purely national
concern, which, broadly speaking, have to do with the
iiestioii whether the I'nited States is to be governed in the
interest of llie few, who have more than they need, or the
many, who haven't as much as they 'need.
While it is not likely thai the splendid record of the
Wilson administration in progressive legislation will be
overlooked by the great mass of voters in whose interest
these laws have been passed, it would have been a tremen
dously wholesome thing if the verdict for the president, on
November 7 could have been returned on this issue alone.
Such a verdict would have eliminated from national pol
itics the sinister influence of standpatters of the Penrose.

Today Mr. Hughes declares that he would have opposed

was ouh President Wilson's firmness t hat prevented the
passage of both embargo and warning resolutions.
