zoo. Hope, however, is not entirely

Charles E. Hughes motored over
muddy streets through the first rain
storms he has experienced since com
mencing his campaign August 5, to
address an audience hero today. The
strenuous program laid before him
by the national chairman was vetoed
by the nominee himself, who merely
appeared on the rear platform of his
car so that tho crowds might see him
at stations between Saratoga and
'Blnghampton. It had been planned
to have him speak at these stations,
but at the last moment it was de
cided to have local speakers take his
place so that he might conserve his
voice. i
Mr. Hughes spoke of tho protec
tive tariff. "I tell you fellow citi
zens," he said, "we are facing a
critical period.. It is no time to be
talking of a tariff for revenue only.
AVe need protection to our industries
and there is no man In the country
today who can tell you where the
democratic party stands with respect
to protection of American interests.
"It takes all of us, too, to make
the United States and to make our
country prosperous and we'll never
do it Jinless labor and capital work
together amicably."
Tho nominee renewed his attack on
the administration for tho Adamson
bill. He declared that he "would like
to seo an eight-hour work 'day," but
that he stood squarely for Investiga
tion beforo legislation and would
"not yield an Inch either to labor or
capital," In that principle.

The foreign odor and taste in the
city water will continue at least a
week, and may last for n month, ac
cording to Water Superintendent
Olcn Arnspiger. The Itogue liiver
Canal company, he explained, is
draining the water from Fish lake in
order to gather and burn the debris
in the bottom of the lake. At the
same time, they are ad,jusliiir the
gates at the outlet of the lake, some
times lowering and sometimes raising
them so that Ihe water and Hcdimcut
is being constantly roiled up. When
a large head is allowed to puss
through, the creel; is raised, and by
Ihe time Ihe water reaches tho city
intake it has picked up n largo ac
cumulation of silt and vegetable mat
ter from the banks.
If the condition of Ihe water is not
abated within the next two or three
days, Arnspiger stated, he will go to
Ihe lake and endeavor to have the
gales opened as wide! as tho size of
Ihe creek bed will allow and complete
the drainage in the shortest possible
lime. However, there are between
.ri(l(t and (MX) acres covered with wn
ter, and at best it will require a week
to empty Ihe nreu of water.
In spite of the odor and tasto, he
continued, there need bo no fear of
contamination from the water, as tho
tests recently made show the water to
be remarkably free from bacteria.
The safe way, however, is to boil
the drinking water.
