IN THE PAST YEAR
WASHINGTON', An. 24. The
sfniitftl) of tho oryuiiizud naval mili
tia iwivnsl .approximate! y 'JO per
'mt during' the last fiscal year, the
navy depart merit announced today,
the force 7iow totaling JKiOQ men nnd
700 officers.
New divisions, marine companies
and aeronantie seetiuiis have been
organized in Hawaii, Illinois, Flor
ida, New York, Texas and Washing
ton. Other new divisions are being
funned, ut have not yet been mus
tered in.- Aeronautic sections also
have been created in the existing or
ganizations of New York, New .Jer
sey, California, Ohio, Oregon' and
Khode Island, the majority of which
are now equipped with their own ma
chines and which the navy depart
ment views as a valuable reserve for
the regular -acromial ic service.
The naval appropriation bill which
President Wilson is to sign toda.v
contains numerous provisions de
signed to popularize the naval mil
itia? service, and department officials
expect u marked increase in the ef
ficiency and numbers of the militia
force as soon as these provisions be
come effective.
EIGHT-HOUR DAY GRANTED
(Continued from page onni
President Wilson will answer today
or tomorrow.
Signs of unrest among tin; men, so
nppurent yesterday," disappeared to
day, and there were renewed indica
tions that the railroads would agree
on some proposal to include the
eight-hour day in a manner satisfac
tory to tlte employes' committee and
then bring nbout a deep investigation
of all the eollateral issues.
BULGARIANS WIN OVER ALLIES
(Continued from Page One,) !
lierlin dispatcher indicate that Rii-
inniiiu's attitude is still regarded by
the central powers as decidedly un
certain, while news from other
sources gives no e!ue as to whether
her entry into the war on the side of
the entente is imminent.
Activity on the Somme front in
northern Franee seems to have slack
ened momentarily, although the artil
lery is still being vigorously em
ployed. Another Zeppelin visited the Eng
lish enst coast last night. London as
serts that the bombs dropped fell in
open fields.
TWO GOOD LAWS
(Continued from page one)
ers were using the necessities of the
southern cotton raisers to squeeze
enormous rates of interest out of
them.
The passage of the federal reserve
net, however, makes this impossible
in the future. The federal reserve
board is given authority to fix tlie
1 Km tint rate nt which bankers may
diseount commercial papers with the
government reserve banks. This
holds down the interest rate to u
reasonable figure. Moreover, federal
reserve bunks could refuse to dis
count to bankers charging more than
the legal rate of interest or which
would refuse to make proper loans.
Care of the Farmer.
As the federal reserve net took
care of the business man. so the farm
loan act, just pnssed, will take care
of the farm owner. The latter has
always been squeezed by the bankers
through liiiih interest rates for any,
money which he wished to borrow, al
though his credit ought to he as goon!
as any business man's in the coun
try. Fuder the new law the farm
owner will he able to borrow money
a . the same rale the business man
Days. This will help him to market
his crops more profitably, will enable
him to secure money to make neces
sary improvements and so increase
ills earnings,
The appointment to the farm loan
board of men like Herbert Quick and
Captain W. A. Smith insures its
being carried out to the best advan
tage to the fanners. These appoint
ments show that; President Wilson is
anxious to secure the very best men
he can get to superintend the opera
tion of the law.
