Portland lacks enterprise, lacks originality, lacks initi ative. She fails to take advantage of her opportunties. She waits for others to do what she should herself accom plish and then blames others for not doing it. She should finance her own steamer lines. She should finance rail road building. She should reach after business as Seattle is doing. Hut the only reauhing she does is to prevent a square deal to the small towns of Oregon. President Louis Hill told the Portland business men some unpalatable truths. He said they were asleep at the switch and the Hill interests had ceased railroad building in Oregon because Portland capital failed to take advan tage of opportunity offered to develop the state, but left it to a few railroad people and warned them that rival cities would wrest away much of the business already held, lie censured the lack of enterprise shown by grain men in not building elevators and flour mills, by lumbermen in mar ket ing products and by bankers, who are all content with what they have and "do business along old lines."
